What are the responsibilities and job description for the Senior Manager of Procurement- BPO/Healthplan Operations Category (REMOTE) position at Florida Blue?
The Senior Manager of Procurement is responsible for effective and efficient collaboration with Procurement staff, internal business partners, key stakeholders, consultants and suppliers to define, implement, and manage category planning, strategic sourcing, contracting, procurement and supplier relationship management requirements in support of generating meaningful value across the Guidewell/Florida Blue enterprise. This Senior Manager position will oversee the BPO / Healthplan Operations category of spend and suppliers in Corporate Procurement. This position will manage a team to develop and lead a category strategy via collaboration with other category leaders in procurement (unified approach) and business customers/stakeholders. This person will serve as a strategist as well as practitioner with proven capabilities in identifying, scoping and managing large scale initiatives while maintaining day-to-day operational continuity. This position will be accountable for ensuring the success of a department transformation in progress and driving change in the organization. The Senior Manager should be an exceptional relationship builder who is well versed in demonstrating the value of strategic sourcing and center-led category management activities.
What are your key responsibilities?
- Collaborating with business leaders, peers and direct reports to build category plans and strategic sourcing activities that generate cost savings and other value streams for the enterprise
- Mining contracts, spend data, industry data and business consumption habits/forecasts to develop an in-depth understanding and future-modeling perspective of your assigned category
- Understanding key business drivers beyond price to determine the Total Cost of Ownership (TCO)
- Establishing, pressure-testing and presenting project plans and forecasts that support enterprise and department goals and objectives
- Ensuring stakeholder buy-in and consistent activity updates for all projects
- Ensuring category team has the training, tools and support needed for success and growth
- Ensuring timely and quality responses to business needs; ensuring adherence to department SLAs
- Understanding, contributing to, and enforcing department policies and procedures
- Acting as ambassador for the company's image, culture, ethics and integrity
- Developing standards, templates and processes that improve and streamline procurement workflows
- Executing day- to- day tactical contracting activities while simultaneously identifying and managing strategic projects
- Developing and conducting RFx events, evaluating supplier proposals, negotiating, and contracting for goods and services
- Developing and presenting findings and recommendations appropriately aligned to the audience (subordinate, peer, business partner and executive)
- Collaborating with legal, risk, security and other critical stakeholders to ensure consistent alignment and compliance
- Ensure an objective, structured approach to solving challenges and evaluating alternatives
- Conducting team meetings, identifying actions, assigning accountabilities, scheduling team activities, resolving personnel issues, mentoring and coaching

What is Required?
6 years related work experience. Experience Details: procurement and sourcing experience in BPO/Healthplan operations categories
3 years direct supervisory/management experience
Related Bachelor's degree or additional related equivalent work experience related field
Strategic sourcing and procurement experience in professional services and/or IT Experience drafting and negotiating legal supplier contracts (MSA and SOW). Expert-level capabilities with MSExcel and Powerpoint. Experience working with e-procurement and e-Sourcing systems.

Annualized Salary Range: $102,000 - $165,800
Typical Annualized Hiring Range: $102,000 - $127,500
Final pay will be determined with consideration of market competitiveness, internal equity, and the job-related knowledge, skills, training, and experience you bring.
