Freese and Nichols is currently searching for a Program Manager for water and wastewater operations support in Charlotte, North Carolina. Additional information and requirements for the position are below: Provide advanced communication and management skills as part of program team to help define, plan, design, construct and place into operation a program of integrated projects to meet the clients’ mission and objectives. Utilize judgment in the independent evaluation, selection, and substantial adaptation and modification of standard techniques, procedures and criteria. Serve as an extension of the client’s staff with the objective of procuring a quality project, on time and within budget, while reducing the conflicts inherent in complex delivery systems. Functional Responsibilities: Manage day to day activities of program, including personnel management of support staff and subconsultants. Review and recommend approval of team member pay requests. Work toward keeping current tasks within schedule and budget to fit the needs of the project. Maintain and utilize working knowledge of accepted engineering design standards and practices in the execution of design work that will meet the client’s needs and conform to firm standards. Provide input and coordination with other departments, both internally and within the client organization. Assist in the development of Program Management Plans, including work descriptions, detailed schedules, budgets, M/W/DBE plans, contact plans, public involvement plans, procurement plans and construction management plans. Prepare detailed schedules to track progress of a project or group of simultaneously progressing projects. Review engineering submittals from the contractor for compliance with the scope of the project(s). Assist in management of independent materials testing laboratory services, construction inspection services, and construction contract administration services. Monitor compliance with a Quality Assurance/Quality Control (QA/QC) process Utilize a web based Management Information Control System (MICS) that is accessible to all team members in order to monitor and control project communication, documentation, and information transfer during design and construction. Prepare Scope of Work descriptions to be used for obtaining price proposals for accomplishing the work involved in either a complete project or projects, or for individual trade tasks within a project or projects. Be familiar with and adhere to all FNI safety policies. Review project construction documents and modify as needed to clearly state the limits of FNI’s responsibility for safety on the project(s). Managerial Scope: Supervision of Others: Assist in day‑to‑day supervision and direction of assigned Freese and Nichols project and program management resources. Assist in supervision of subconsultants, including field inspection staff. Extent of Authority: Has authority to manage assigned material and personnel resources with consent of Group Manager and/or Senior Program Manager. May not undertake activities or issue directions that might result in adverse schedule and/or budget impacts. Is not to exceed limitations of Freese and Nichols' authority as set forth in the Professional Services Agreement or the Contract Documents or undertake any of the contractually designated responsibilities of other team members. Receives technical guidance on unusual or complex problems and obtains supervisory approval of work from Group Manager or Senior Program Manager. Contacts Required: Assist in communication of program information with client and program team on a daily basis. Prepare basic items in written or graphic form for use by the client, assist in presentations to citizen and client groups, and discuss design and construction issues with appropriate third parties. Coordination with government agencies, contractors, vendors and consultants to communicate and obtain information pertinent to projects. Qualifications 5 years’ experience in water/wastewater utilities engineering, project management and/or construction management. Demonstrated proficiency in either design project management or construction contract administration. B.S. Degree in engineering, construction management, or equivalent. North Carolina Professional Engineer (PE) License or the ability to become registered within 6 months. Willingness to spend time in the field, including nights and weekends, as needed to meet project and client requirements. Ability to negotiate construction sites without assistance.
