We are looking for an experienced and talented Project Manager to join our San Diego team.
SUMMARY: The Project Manager is responsible for providing overall support to publicly funded public works projects, including logging, auditing, and reporting duties.
ESSENTIAL ACCOUNTABILITIES:
The following are intended to be examples of the accountabilities for which the person in this position is responsible. The Project Manager will be responsible for owner management of the requirements, design, multiple contractor design coordination, and bid package completion for projects as assigned under the Airport Development Program (ADP). The Project Manager is responsible for coordination of Special Systems Implementation activities with the Program Manager to ensure Information & Technology Services and Aviation Security Construction Standards are successfully integrated.
Responsible for the coordination of Special Systems interfaces within and without the Special Systems Implementation project and with projects in the infrastructure program and projects in other programs.
The Project Manager will have responsibility for guiding Special Systems projects through the permitting process.
The Project Manager is responsible for representing the Owner’s interests in relationships with designers and others that have design or construction related duties. The Project Manager has bottom line capital management responsibility for cost, schedule, quality and final operational usage of assigned projects within the ADP scope of work.
The Project Manager has responsibility for design problem resolution, design record keeping and reporting, and design team management.
The position requires project leadership and accountability for completing Aviation Special Systems design and final construction and implementation in the Airport terminal buildings.
The following is a listing of typical duties performed by the Project Manager:
- Manage scope, budget, schedule and multiple design activities related to assigned Special Systems projects. Emphasis to be placed on projects assigned from the following general group:
- Communications Infrastructure (telecommunications rooms, cable route structure and backbone cable) for existing Sea-
- Tac terminal buildings.
- Voice Paging System
- 800 MHz Radio coverage in blocked areas
- Building system monitoring
- Common Use Terminal System
- Dynamic signage for flight and baggage information
- Prepare presentation information for airport senior management related to costs, schedules, scope and design or coordination issues.
- Resolve Aviation Special Systems Special Systems design and early project issues, conflicts, and problems.
- Serves as primary liaison with designer on design issues during design phase and on scope change design issues during construction.
- Leads overall “lessons learned’ processes for design, and construction.
Minimum Qualifications:
- Understanding of leadership and shared leadership skills.
- Ability to understand and interpret project plans, project schedules and specifications.
- Ability to use the airport’s financial tracking, standard project management tools, and reporting tools.
- Ability to organize and maintain accurate and up-to-date project documentation and records
- Ability to utilize critical thinking, judgment, and experience to value engineer, define, analyze, and resolve problems and issues.
- Ability to communicate effectively and efficiently with a wide range of personnel internally and externally to the organization and the community, including Airport Authority staff and management, contractors, tenants, outside agencies, and the public.
- Effective working knowledge of Airport contract administration process, including contractor selection, inclusivity processes, and optional contracting instruments.
- Effective working knowledge of Airport support services, including legal, environmental, health and safety, communications and information services.
- Excellent oral and written communication skills.
- Excellent personnel management skills, including the abilities to evaluate staff performance.
- Effective delegations of tasks and responsibilities.
- Be an effective and positive mentor.
- Communicate needs and advocate for staff and resources within the Airport.
- Understands EIA/TIA structured wiring concepts and standards and the construction code implications of communications (or low level electrical) construction.
- Understands the processes for installation, startup and commissioning of electronic systems.
- Requires a four-year degree in Electrical or Electronic Engineering, RCDD or related technical discipline and at least ten years of progressively more responsible experience in communications systems, large operations support or control systems design, design management, project management and construction management.
Examples of experience would be:
- Installation of campus communications networks, industrial complex communications, monitoring or industrial control systems, large distributed information systems. Knowledge of EIA/TIA standards, BICSI building wiring practices, and inside telecommunications systems implementation is required. State of California Engineer’s license is desirable but not required.
- Must pass a pre-assignment background check and a drug/alcohol screening.
