We are looking for an experienced and talented Human Resources Manager to join our San Diego team.
 
 
 
SUMMARY: Responds to Gafcons business plan as well as managements preferences and priorities to create and manage systems that attract, retain and motivate associates to accomplish short and long-term business objectives for Gafcon.
 
 
 
 
ESSENTIAL ACCOUNTABILITIES: The following are intended to be examples of the accountabilities for which the person in this position is responsible. Recruitment - Engagement - Retention
 
  • Leads proactive efforts to ensure future access to sufficient talent with the necessary skills by initiating learning programs for internal staff, cultivating external networking relationships, and exploring alternative staffing methods.
  • Applies a combination of strategies (from online recruitment to internal referrals) to source the best quality candidates.
  • Works with hiring managers to implement a selection system that is legally sound and identifies the right matches for each job.
  • Actively involves managers and associates to develop engagement and retention initiatives; integrates them with HR and business practices.

  • Manages annual / new employee enrollment and ongoing changes.
  • Leads benefits administration, including service to associates, problem solving, contact with vendors, information management, and compliance.
 
Compensation and Total Rewards
 
  • Maintains up-to-date knowledge of market practices and prepares comparison analyses. Proposes proactive steps to keep Gafcons compensation competitive, while considering our budget and business priorities.
  • Monitors impact of compensation practices on attraction and retention of key talent and recommends strategic action as appropriate.
  • Manages compensation tools and procedures, e.g., salary structure, role descriptions, position evaluations, job families, hiring/equity guidelines, etc.
  • Works with line management to develop and implement incentives that drive the achievement of business goals and long-range strategic objectives.
 
Employee Relations & Performance Management
 
  • Provides management with training and tools on how to coach, counsel, and correct employee performance or behavior as necessary.
  • Develops and manages an integrated system to communicate performance expectations, link individual contributions to the teams and the companys success and appraise performance.
  • Trains and develops managers on how to use performance management system and tools effectively and continuously.
  • Actively communicates with management to identify performance issues as early as possible. Offers consultation on corrective action and terminations to preserve productivity, integrity to the companys values, and legal compliance.
 
Policies & Procedures
 
  • Develops policies that clearly communicate expectations to associates and managers, while preserving employee morale and legal compliance.
  • Maintains HR policies & procedures and keeps employee handbook up-to-date to reflect ongoing changes in laws, regulations, industry and company requirements.
  • Continuously improves HR procedures to maximize customer satisfaction, quality and cost savings.
 
Compliance
 
  • Maintains up-to-date knowledge of laws and regulations in all employment related areas and takes immediate action to ensure compliance in our policies, programs, and practices. Pro-actively communicates requirements and changes to Gafcons management and appropriate parties.
  • Develops and manages compliance in every area applicable to the company, e.g., FLSA, EEO-1 reporting, I-9s and visas, health insurance/HIPAA, COBRA, ERISA, SPDs, 5500s, 401K Audit/Testing, leaves of absence, ADA, workers compensation/OSHA/300 log, safety / IIPP, unemployment insurance, and industry specific requirements.
  • Ensures compliance with wage & hour laws and prevents litigation and penalties. Implements creative, effective, and legal ways to achieve compliance while being responsive to business needs.
  • Monitors legally required postings at every work site and provides all mandatory notices from hire through termination.
  • Avoids employee grievances, government agency complaints, and litigation through proactive policies, training, practices, consultation with management, and responsiveness to associates. Manage matters that arise to minimize negative legal, financial, and PR effects on the company.
 
Workers Compensation Occupational Health and Safety
 
  • Directly manages or collaborates with Safety Officer in the management of the company's safety program, including the safety plan and Injury & Illness Prevention Program.
  • Oversees compliance with Cal-OSHA Covid-19 Emergency Temporary Standard (ETS) including maintaining a compliant Covid-19 Prevention Program (CPP), conducting contact tracing and notifications for cases and exposures, and completing all required government reporting and records keeping.
  • Leads or participates in Safety Committee and ensures meetings happen as required.
  • Ensures timely, sufficient, and effective training for new and current employees.
  • Manages records to show compliance with OSHA requirements, including the OSHA Log 300.
  • Manages workers comp case reporting to carriers, follow-up, and documentation.
 
HR Information Systems
 
  • Keeps up-to-date knowledge of evolving technology / vendors and proposes options to suit the needs and budget of the company, as it grows.
  • Ensures the reliability of HRs database, personnel transactions, information retrieval, data security, backups, and coordination with other departments as necessary.
  • Manages relationships with vendors to maximize efficiency, accuracy, use of electronic transmission, and system integration.
  • Oversees the maintenance of personnel records, ensuring confidentiality, completeness, and compliance.
 
 
 
SUPERVISORY RESPONSIBILITIES: The individual in this position supervises the HR Associate.
 
 
 
EDUCATION & EXPERIENCE:
 
  • Bachelors degree preferred. HR certificate program and/or PHR or SPHR certification highly desirable.
  • A comprehensive HR generalist background with a minimum of five years of progressively responsible human resources and/or management experience is required.
  • In-depth knowledge of employment, benefits, and wage & hour laws and regulations required.
  • Must possess strong written and verbal communication and active listening skills.
  • Must demonstrate superior interpersonal skills and be able to communicate effectively.
  • Efficiently and effectively handles multiple and shifting priorities.
  • Uses logic and reasoning skills to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Proficient information technology skills, including PC applications (MS Office products), HRIS systems, online recruitment, efficient systems for research and vendor communications, time management and remote communications systems.

While performing the duties of this job, the employee is regularly required to stand, walk, sit and talk or hear. The employee is occasionally required to use hands to finger, handle, or feel. The ability to occasionally lift and/or move up to 10 pounds, generally at waist level or below. Must be able to do desk work which includes computer work for extended periods of time. Must be able to speak in front of small to large groups.

This individual works in a typical office environment and is occasionally exposed to moving mechanical office machines. The noise level in the work environment is usually moderate.
