JOB SUMMARY
Under limited supervision, monitors and coordinates daily workflow of Re-entry Specialists engaged in conducting client assessments, identifying community resources and performing case monitoring to clients to address developmental and maturation levels and reduce recidivism. Oversees client services to ensure regulatory and contractual compliance
ESSENTIAL JOB RESPONSIBILITIES

Monitors daily operations of the department:
- Observes service delivery by staff to ensure timely completion of tasks by staff as outlined by established procedures and protocols;
- Conducts comprehensive assessments;
- Serves as resource to staff in resolving complex case problems, and performing crises interventions;
- Reviews staff caseload assignments to ensure optimal operations of the department and quality of care.; recommends work and time-off schedules for staff.
- Develops process improvements and recommendation to enhance program quality and effectiveness:
- Generates and completes various reports and memos regarding program results and activities to recommend program quality improvement and effectiveness; assists in implementing corrective actions for quality improvements.
- Prepares and evaluates treatment plans, reviews caseload progress to determine appropriateness of continuation or modification of treatment. Completes progress evaluations.
- Audits client records and documentation to ensure accuracy, completeness and adherence to established guidelines and funding agency requirements. Authorizes or signs off on client admission and discharge from program.
- Develops and monitors therapeutic environment in the department to foster positive client interactions and communications with Gateway staff. Trains staff on monitoring and documenting interactions with clients.
- Coordinates discharge planning for clients to ensure community referral sources are used effectively as aftercare services to discharged clients.
- Investigates client, staff or employee incidents and concerns, documents findings, and takes corrective action. Notifies supervisor and/or funding agency representatives of unusually complex or sensitive enforcement situations.
- Interprets and enforces Gateway, treatment and re-entry services program standards, and funding agency policies and procedures, and orients clients and staff to facility rules and regulations.
- Assists in developing and refining area policies and procedures. Maintains procedures manual.
- Promotes professional growth and development of staff. Plans and schedules in-services and workshops, motivating active participation and involvement by staff, documenting education activities and results and analyzing the outcomes to determine deficiencies and future training needs.
- Assists with hiring, training, developing, monitoring, and evaluating performance of staff. Recommends approval of performance evaluations of assigned staff, or discipline or discharge.
- Performs other duties as they might be assigned, including performing on-call or staff on duty responsibilities. Leads individual, group and, where applicable, family counseling sessions; and assumes client caseload in case of staffing shortage. May conduct formal community presentations on disease of addiction and treatment, and/or provide court testimony.
MINIMUM EDUCATION AND EXPERIENCE
Education / experience / certifications / licensure must meet contractual requirements
- Bachelor’s degree in Psychology, Social Work, Mental Health Counseling, or Substance Abuse Counseling or a related field; Master’s degree preferred
- Three (3) to five (5) years' experience in the substance abuse treatment field, with at least 12 hours of supervisory training. Minimum six months treatment experience within a forensic counseling setting preferred
- May require a current certification or qualification as an alcohol, drug, or substance abuse counselor as required by relevant agency, association, board or commission in State of employment location for those directly involved in substance use disorder treatment. (See employment guidelines for State specific certification requirements, equivalents, or reciprocals. Formal approval of hiring and employment by state or federal contracting agencies may be required.)
- Valid driver’s license in good standing, automobile insurance, and reliable automobile to travel to various locations to supervise and meet with staff
KNOWLEDGE, SKILLS AND ABILITIES
- Comprehensive knowledge of principles of physical growth and development and psychosocial development
- Strong knowledge of normal developmental tasks of adulthood to an individualized treatment plan, e.g. relating recovery to family issues, parenting, vocational issues, healthy living, etc., and to promote the development of effective life skills to support a healthy, drug-free lifestyle
- Working knowledge of most recent techniques and modalities and case management
- Working knowledge of conflict resolution and intervention techniques, and ability to establish standard operating procedures to foster a therapeutic treatment environment
- Strong communication skills to oversee and motivate others; encourage and support clients through often difficult phases of recovery; provide effective counseling through appropriate empathy, support, intervention, direction, and conflict resolution; interact effectively with client family members; and maintain effective contacts with outside agencies and referral sources or services
- Basic analytical and problem solving abilities
- Ability to tailor interventions, such as de-escalation techniques, and communicate using appropriate language based on the client’s cognitive and maturational status
- Ability to assess and interpret client data and identify individual client needs to provide substance abuse treatment appropriate depending on the developmental stage and client population
- Ability to serve as a resource in resolving complex case problems, participate in scheduling and evaluating the work of others
- Ability to travel to conduct staff supervision and monitor the work of assigned staff
PHYSICAL REQUIREMENTS
- Ability to walk and move about the facilities for up to two hours at a time, to monitor and interact with clients
- Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
- Ability to record, proofread and check documents and files for accuracy
- Ability to use a keyboard and video display terminal to receive, retrieve, and/or audit information and data
- Ability to respond to telephones, and to hear and detect alarms and unusual noises
- Ability to drive a motor vehicle and maintain valid license and good driving record
WORK ENVIRONMENT
- Works in a correctional facility where there is exposure to potentially disruptive and violent inmates. The worker is not substantially exposed to adverse environmental conditions, however might experience relatively few discomforts due to dust, dirt, noise and the like.
- May be exposed to inclement weather when traveling to various locations. Some exposure to hazards when driving, but potential for harm is limited if safe vehicle operation procedures are followed.
