Position Title: Disability Evaluation System (DES) Special Studies Analyst

Customer: Defense Health Agency

Location: Hybrid Remote - Falls Church, VA

Clearance Required: T1 Government Clearance

Hours of Operation: Monday - Friday 8:00am and 5:00pm

GC Associates requires a Policy Analyst to support the Deputy Assistant Secretary of Defense (DASD) for Health Services and Policy Oversight (HSP&O) and the Director, of the Defense Health Agency (DHA), in their missions of policy and program development and oversight of the Disability Evaluation System (DES), the Special Compensation for Assistance with Activities of Daily Living (SCAADL), the Physical Disability Board of Review, and the Compensation and Benefits Handbook.


DUTIES AND RESPONSIBILITIES


  • Conduct Policy review, development, and Analyze Military Department DES and SCAADL program compliance with DoD strategic and operational policies, procedures, and other forms of guidance.
  • Review new or amended federal laws or regulations, DoD policies and procedures, Military Department regulations and instructions, court rulings, Department of Veterans Affairs policies, and other sources that impact DES, SCAADL, Physical Disability Board of Review (PDBR) policies and
  • Analyze and conduct relevant research to determine the impact to policy, costs, operations, or other aspects.
  • Review program performance against established goals and other indicators determined by the appropriate government employee and develop recommended courses of action to change existing or development of new program processes and/or DoD Recommendations should be based upon thorough operational research and statistical analysis of the impact, advantages, disadvantages, and cost. As required, fully develop a cost-benefit analysis.
  • When tasked by the appropriate government program lead, provide program performance, analysis, and/or research to support the government in Inspector General or GAO
  • On a routine and recurring basis, provide staff support and analyses with the Military Departments' Disability Annual Report (DAR) and Inspector General Triennial
  • Assist the appropriate government program lead in developing responses to written and oral inquiries.
  • Ensure correspondence, reports, and other documentation such as letters and memoranda are prepared using the official writing standards required.

SKILLS AND KNOWLEDGE REQUIRED FOR THE POSITION:

Education: Master's degree


Experience: Must have DoD experience. Must have experience in quality analysis and research writing. Congressional and/or Legislative Affairs experience preferred with a Government or non-governmental organization, to include evaluating legislation and responding to high-level inquiries. Experience with coordinating and developing strategic plans and initiatives with advisory committees and working groups. Must have DoD/government technical writing experience to include assisting with drafting policy, briefings, and speeches.

Desired: Experience as a Staff officer at the OSD or Military Department level. Assisting with drafting briefings, speeches. Assisting in reviewing marketing material and making suggestions for improvement. Knowledge of statistical process improvement methods demonstrated by experience, education, or 'Six Sigma'-type certification.



Salary : $67,500 - $85,500
