Reports to: Center Director
The Site Director position provides support for a U.S Department of Labor Job Corps contractor. The Job Corps program is a federally funded residential and non-residential training program. The mission of Job Corps is to provide career-ready technical and academic training and job placement assistance to program eligible youth ages 16-24.
Summary of Duties: The Site Director is accountable for the fulfillment of the function and responsibilities inherent in this position. The Site Director coordinates the operations and activities of the operation of the PIVOT satellite center with the Center Director and works with the senior management team, calling upon these staff members for advice and assistance. The Site Director will maintain positive working relationships with the center leadership team, representatives of the United States Government, the general public, businesses, and industry in the local community.
The Site Director will maintain ongoing relationships with students and will meet with students frequently, both individually and in groups, to ascertain their progress in the Job Corps program. The Center Director will provide counseling to students as needed.
Key Areas of Responsibilities:
Overall contract compliance and uniformity in application of DOL, Corporate and Center guidelines: Ensures compliance with DOL, WIOA, PRH, FAR, OSHA, Federal Register, Center Resumption Plans, PIN’s and other regulatory guidelines. Oversees the communication and immediate application of all directives put forth by the DOL or Corporate Office. Audits existing center systems to ensure that all departments are following DOL and Corporate directives. Ensures that center exceeds expectations outlined in the contract between the DOL and the Corporation.
Monitors and oversees fiscal expenditures, leading to a balanced budget: Ensures spending remains within contractual limits. Ensures that resources are effectively and appropriately distributed. Ensures that fiscal expenditures are in line with FAR and DOL guidelines. Monitors and provides guidance to areas of concern where oversight is needed.
Develops and directs community support programs and linkages: Works with center leadership to coordinate participation on WIOA boards and Youth Councils. Ensures center has a relevant and active Community Relations Council that is kept abreast of center’s initiatives. Ensures that a Workforce Council is in place and assists the center with recommendations on vocational offerings and training programs. Ensures the center’s community involvement through community-directed activities, Work-based Learning programs, and its participation in community events
Ensures the sound delivery of quality services to students: Works with center leadership regarding the Outreach, Admissions and Career Transition Services component of the contract (if applicable) to include placement and retention of graduates and former enrollees from PIVOT in quality placement activities.
Ensures the Overall Safety and Security of the Site: Provides guidance to ensure compliance with Job Corps program safety requirements, corporate guidelines; and federal, state, and local regulations; and works to create and preserve an environment where staff, students, and visitors are safe and well- protected. Provides excellent surveillance and emergency response skills, strong commitment to safety and security rules and knowledge of all hazards and threats to safety. Uses proper judgment and discretion to resolve student and staff issues and concerns.
Responsible for the management and development of Staff: Ensure that the annual staff training plan addresses the needs of staff and conforms to PRH and corporate requirements. Ensures staff members have adequate training to complete key areas of responsibilities. Provides documented training to staff. Cross-trains department employees. Coordinates staff meetings. Ensures site is compliant with standards and expectations to include proper workmen’s compensation reporting.

Career Management Team (CMT): Contributes to the success of students by making sure staff participate in the CMT process. The CMT is responsible for students’ successful matriculation through the Job Corps program from CDP (Career Development Phase) through Career which includes receipt of the academic, CTT, employability, Career Success Standards, and social skills necessary to attain and maintain a viable post-Center placement. Teams are required to ensure that each graduate receives a placement within 12 months of separating from the program up to 15 months for Q2 and Q4 post placement survey; and each Former Enrollee receives a placement within 3 months of separating from the program up to 15 months for Q2/Q4 post placement survey. CMT will be responsible to ensure that the following areas are functioning within each CMT: OMS Report Card, CTT OMS, Projected Separations, High School Equivalency, CTT completion, CTT Industry Credential, Literacy and Numeracy TABE, Evaluation of Student Progress, MyPACE, PAR, WBL, Career Transitions Readiness, CSS, Employability Skills, Contextual Learning, Career Transitions/Career.
Workplace Standards: Maintains required certifications and/or licenses including a valid driver’s license and insurance when required by position. Does not engage in activities other than official business during working hours. Reports significant/major incidents or accidents. Cooperates in external/internal investigations as requested. Completes PRH, Corporate and center training as required, communicates PIN’s or other Change Notices to staff, and demonstrates competencies accordingly. Complies with DOL, Corporate and center guidelines.
Credentials
Education and Experience:
Bachelor’s Degree, and at least two years of experience in program management and direction. Experience working with youth, within fields of education, career technical training or other youth services. Master’s Degree preferred. Experience in Job Corps or related industry, strongly desired.

Valid state driver’s license
