Student Registrar / Command Personnel / Pay Adminstrator (CPPA)

Job Summary:

Contractor personnel shall provide administrative assistance to the U.S. Navy Administrative and Logistics Support Program at Gulfport, MS and Gemini Tech Services which are essential to the efficient accomplishment of the work of NCTC N1 Administration and Executive Command Staff. Personnel provides administrative and support for “C”, “D”, “F” and “G” courses. Performs Student Registrar, CPPA and Administrative Support duties. The Student Registrar selects appropriate methods from a wide variety of procedures or makes simple adaptations and interpretations of a limited number of substantive guides and manuals. The administrative steps often vary in type or sequence, depending on the task. Recognized problems are referred to others.

Essential Functions:

· Contractor personnel shall assist the administrative staff in communication with Personnel Support Detachments (PSD) Memphis and Gulfport on issues regarding student personnel matters.

· Coordinate all passenger transportation requirements in connection with the execution of permanent change of station orders, including coordination or order modifications when students are setback.

· Operates a computer, peripheral equipment and appropriate software to perform various computer operations in support of Student Liaison Administrative Assistant Support.

· Process and track all incoming students: Make copies of orders; track travel requirements; upload student information into CeTARS for training; Gain member into command UIC; Graduate student in/out of class in CeTARS. Establish and create student records for indoctrination processing.

· Manage and maintain all onboard student records. Create and maintain blank indoctrination folders for arriving students. Create and maintain all Personnel Qualification Standards (PQS) training packets.

· Collect incoming student documentation. Create records in database and on hardcopy for each student.

· Evaluate student records for drug/alcohol waivers. Coordinate with Navy Military Training (NMT), “A” or “C” School student to set up required medical screenings and ensure that the information is available to Detailers for future duty assignments. Verify if students are active duty or in a reserve component.

· Respond to PSD and Detailer inquiries when directed regarding student orders, duty preference and waiver information. Ensure all information is protected in accordance with Privacy Act/Personally Identifiable Information (PII) requirements.

· Manage muster reports accounting for “A” and “C” School students..

· Coordinate with Naval Criminal Investigative Services (NCIS) PST office, Army Training Requirements and Resource System (ATRRS) Management, and MA detailers in order to ensure that NCIS screenings are approved for members attending Protective Services Training (PST) and Criminal Investigation Division Special Agent Course (CID SAC). Help resolve any scheduling conflicts.

· Utilize database to generate reports that shall be used by the unit. Prepare holding report to track all students who are in a holding status, i.e., medical, legal, interruption of instruction and waiting for instruction. Use tools within the database to create new reports as needed to generate information. Reprogram automatic reports generated within the database with varying staff information.

· Compose Student Action Reports (SAR) for tracking all students on hold and submit to PSD Memphis and Gulfport. Update student record in Corporate Enterprise Training Activity Resource System (CeTARS).

· Provide administrative support to emergent needs by delivering completed documentation to PSD Memphis and Gulfport obtaining detaching student flight itineraries and arranging start of Active Duty Training Orders, for the activation of Reserve pay by coordinating modification of orders with the student’s NOSC chain of command and/or PSD Memphis and Gulfport.

· Performs duties as CPPA, to provide administrative support for student personnel. Submits requests via TOPS and Navy Standard Integrated Personnel System (NSIPS). Obtain travel literary from Scheduled Airline Ticket Office (SATO) travel databases.

· Establishes and maintains office records of various types that may be needed or shall assist in the efficient operation of the office.

· Assist student in the processing of travel orders and claims via TOPS. Obtain current original orders and travel itinerary from PSD Memphis and Gulfport. Assemble and prepare graduating students’ check-out packets based on the following:

· Two weeks prior to graduation, notify medical and dental staff as needed of pending student graduation.

· Obtain students medical and dental records as needed.

· Obtain students final grades and evaluation from NMT staff.

· Obtain copies of all medical screenings. o Generate Performance Information Memorandum for required courses or obtain a Performance Evaluation (as needed).

· Ensure student files have all pertinent documents and signatures.

· Maintains and accurately updates file system to enable quick and efficient retrieval of information.

· Accurately purges files or performs other file disposition actions in accordance with established procedures. Effectively performs annual file inventory.

· Accurately type a wide variety of correspondence, reports, or similar materials from handwritten or electronic drafts. Ensures correct grammar, spelling, capitalization, punctuation, and appropriate format in accordance with the Navy Correspondence Manual or installation specific publications. Prepares correspondence and administrative reports coordinating action and responses with various departments/NMT staff, managing files, and correspondence control systems and administrative research.

· Ensures all procedural and administrative tasks are performed for the timely and correct completion of actions.

· Assist with any data calls associated with student administrative affairs.

Desired Skills and Experience:

· Microsoft Office: 4 years (Preferred)

· US Navy Administrative Support: 4 years (Preferred)

· Administrative Assistant: 2 years (Preferred)

· Wear an ID badge at all times when performing work under this contract at a government site, to include attending Government meetings and conferences. Unless otherwise specified in the contract, the employee shall wear the ID Badge in a conspicuous place on the front of exterior clothing and above the waist, except when safety or health reasons prohibit such placement.

· Identify yourself as a contractor employee when answering Government telephones.

· Knowledge of applicable military regulations, policies and directives for the Army Casualty program.

· Working knowledge of basic office practices and procedures.

· Ability to establish and maintain effective working relationships with Army personnel, funeral directors and the public.

· Ability to prioritize workload to ensure call volumes are managed logically, consistently and efficiently.

· Ability to organize work schedules for maximum utilization of time and resources.

· Ability to communicate clearly and effectively.

Employment Type: Full Time (Non-exempt position)

Pay Rate: $23.10/hour

Health & Wellness: In addition, $4.41 per hour worked (up to 40 hrs per week) toward

11 Paid Holidays, Paid Time Off (PTO) and Sick Leave Pay applies to this position.

PHYSICAL REQUIREMENTS:

· The ability to lift 10 pounds, pushing, pulling, carrying, stooping, bending, squatting, and reaching. Work environment includes periodic overtime, exposure to heat, dust, cold, and inclement weather conditions.

REQUIRED EDUCATION

· High School Diploma/GED required

· Associate’s Degree preferred

REQUIRED SECURITY CLEARANCE

· Must be able to obtain and maintain a Secret Security Clearance

· Must be able to undergo/pass a drug test
