JOB QUALIFICATIONS
Required Education/Experience/Certification
· Previous experience in hospital operations within a behavioral health setting preferred
· Previous experience with regulatory body surveys/inspections
· Current CPR certification
· CPI Instructor certification preferred
· Current First Aid training
Preferred Education/Experience
· Master’s degree preferred in Business Administration or related field (from an accredited university/college)
Additional Eligibility Qualifications/License/Certification
· Minimum five (5) years senior level management experience
JOB SUMMARY & OBJECTIVE
Always working within the highest levels of standards commensurate with the hospital, this position assists with oversight of a multi-disciplinary professional team through the development of collaborative and innovative practice, carrying out hospital activities in compliance with federal, state, local laws, regulatory requirements and company policies. The hospital administrator assists CEO with overall coordination and direction for all activities related to administration, medical and clinical services, personnel, physical plant, information systems, office management and safety; assists the CEO with development and implementation of annual budgets, policies and goals in each of these areas. The hospiral administrator works closely with all members of the management team, corporate staff and others to ensure that his or her responsibilities are effectively and consistently performed.

· Keep abreast of pertinent health-related policy and work to consider impact and strategies for implementation.

· Ensure patient-centered care and safety is central to the culture, philosophy, organization and practices of the hospital.
· Ensure development of a culture of ongoing review, considering new methods, etc.
· Aid the CEO in formulating and administering hospital policies and services by performing the following duties personally or through subordinate manger and/or staff:
ESSENTIAL FUNCTIONS
· Assist with ensuring effective continuum of service delivery.
· Maintain appropriate communication, coordination and/or interaction with Medical Director and medical staff.
· Available to discuss and support healthcare team members when evaluating referrals.
· Liaise with all members of the health care team and other agencies – local authority, social services,
secondary care, etc. to assure appropriate care is provided.
· Delegate appropriate tasks to the team while still maintaining responsibility.
· Ensure/develop an on-going training program for all areas that ensure hospital remains a “learning
organization” and that addresses critical technical, supervision and management training needs.
· Oversee training plans and annual revisions developed by leadership team members.
· Promote personal development and clinical excellence.
· Work with the nursing team and others in developing new roles and responding the
changing healthcare needs.
· Facilitate and participate in multi-disciplinary education and clinical supervision with
hospital leaders, as needed.
· Assure licensed personnel participate in continuing professional development
opportunities to ensure that up-to-date evidence-based knowledge and competence in all
aspects of the role is maintained.
· Assist CEO for ensuring compliance with all accreditation/certification, state, local, regulatory body requirements, e.g., meetings, files, preparation of materials/reports, surveys, etc.
· Includes, but not limited to, applications, renewal process, plans of correction, etc.
· Performance measurement/data activities, reporting, etc.
· Serve as facility PATIENT RIGHTS OFFICER, assure the overall needs of patients are met, including, but not limited to:
· Routine hospital rounds to ensure via first-hand observation that an optimum level of patient care is being provided, environment is being maintained in a safe and sanitary manner, appropriate systems in place, employees suitably attired and receiving appropriate supervision, etc.
· Monitoring physical assets of the facility to assure they are maintained in good condition and
material/supply inventories are maintained at appropriate levels.
· Serving as the facility SAFETY OFFICER, ensure/develop safety policies and program within the safety program guidelines and all governing or regulatory requirements:
· This program must comply with all federal and state regulations and be consistently implemented throughout the facility by all staff.
· The safety program must be closely coordinated with corporate office and physical plant operations to ensure the elimination of safety hazards and compliance with regulatory/accreditation/certification and OSHA regulations, etc.
· Know and the roles, and work within the hospital risk assessment and infection control guidelines.
· Ensure safety and incident reporting compliance, review and incidents report to CEO, etc.
· Responsible for QUALITY ASSURANCE compliance consistent with governing and regulatory bodies, assists CEO to monitor the effectiveness of clinical practice through the quality assurance strategies as presented by hospital leadership.
· Ensures development of QA program, on-going compliance, reporting measures and data, etc.
· Assist CEO with ensuring compliance with corporate office Board activities, e.g., meetings, files, preparation of materials/reports, etc.
· In concert with corporate office, assist CEO with activities to develop/monitor/maintain annual budgets, negotiate and maintain all insurance policies, etc.
· Assure contractual agreements are in place for needed services and renegotiated as necessary.
· Strive to improve efficiency and reduce costs in all hospital areas.
· Work with the information systems manager to develop and implement an information systems program that ensures use of appropriate state-of-the-art information systems technology in all areas.
· May assist CEO with maintaining a library of literature relating to personnel policies and regulations, safety program and regulations, training materials, and information systems manuals and procedures.
· Attend staff meetings and committee/management team meetings, Board of Directors meeting & regulatory activities, etc.
· Organize/develop and weekly staff meetings, training classes, etc.
· Performs other duties as required.
GENERAL ACCOUNTABILITIES
· Assist with establishing hospital directives, vision, and procedures & goals/objectives.
· Know and comply with the Hospital’s Medical/Clinical/Governance standards, policies and procedures.
· Serving as hospital PATIENT ADVOCATE OFFICER, monitor facility compliance with patient rights.
· Assist CEO with oversight of other facility leadership who direct nursing, social work, medical records, business office, recreational therapy, etc.
· Consult with other executives, staff, and board members about general operations.
· Position serves as facility SAFETY OFFICER (Duties include, but not limited to: )
· Ensure integrity and proper regulatory maintenance of agency records, reports, and patient records.
· Direct, delegate, and ensure the implementation of written policies and procedures that reflect the facility’s goals and objectives, and those of the governing bodies are maintained (includes patient care, human resources, safety and environmental policies, operations policies and health information policies.
· Assist with monitoring departments to ensure efficiency and effectiveness of services while staying within budgetary limits.
· Assist other leaders with problem solving related to patient or family needs, safety needs, supplies, and/or environmental issues.
· Assist with development/organization of business development activities.
· Report issues or problems to the CEO.
· Participate in the CEO emergency and/or on-call rotation.
