What are the responsibilities and job description for the Preconstruction Manager position at Gilbane Development Company?
The Preconstruction Manager is an office-based position which administratively reports to the Area Manager. Functionally, the Preconstruction Manager supports the Project Executives; the Design Phase Manager for Design-Build Projects; and Business Development.
Responsibilities:- Attend all bi-weekly design meetings with the owner and design team
- Work with Estimating, Scheduling, Purchasing, and Virtual Design and Construction (VDC) to assure all deliverables are provided per contract
- Spend time with owners and designers in between deliverables to assure design progress in accordance with schedule and owner expectations, as well as develop and maintain owner/designer relationships
- Provide complete risk analysis sheets for prospective Bids/Pursuits opportunities
- Establish Target Value Design budget parameters with Estimating, owner, and design team
- Develop Schematic Design Estimates
- Provide realistic pricing for bids and existing work, gathering and monitoring actual vs estimated cost
- Provide selective, market-based bid estimates using a strict set of criteria
- Provide cost trending advice to the design team and owner to assure the best systems/materials are being utilized
- Understand current and projected market conditions, specifically focusing on knowledge of current trade labor rates and unit costs
- Understand Gilbane’s competitors, specifically during the pursuit phase, as well as maintaining general knowledge of the competitions’ strengths and weaknesses
- Create, update, and manage the preconstruction schedule. Conduct and facilitate Pull Planning charrettes
- Facilitate all value engineering workshops, including providing value engineering recommendations and guidance
- In consultation with Operations, develop staffing and site services plans in order to assess General Conditions and General Requirements costs
- In conjunction with Operations, develop site use plans, including logistics associated with phasing and sequencing
- Schedule and facilitate all constructability reviews in conjunction with appropriate Operations personnel
- Develop Construction Phase administrative procedures manuals in conjunction with Operations
- In conjunction with Purchasing Department, ensure bidder interest is generated early in the design phase (get on subcontractors bid schedules)
- Strategically manage trade contractor and vendor relationships, and regularly coordinate with Purchasing and Operations to evaluate trade contractor performance
- Assist Operations and Purchasing in creation of proper bid packaging strategies, including providing counsel/guidance to teams when organizing work scope responsibility
- Take the lead in Guaranteed Maximum Price preparation in conjunction with Operations, Purchasing and Estimating
- Capable of training and mentoring junior estimating, preconstruction, and operations team members
- In conjunction with VDC, develop the project BIM Execution Plan
- Support the strategic Business Development effort by meeting with Clients; assisting in request for proposal/qualification responses; and participating in formal presentations
EXPERIENCE/EDUCATION
- Bachelor’s degree in Construction Management, Engineering, and/or Architecture
- 5-10 years of purchasing and/or construction experience
- Or equivalent combination of education and experience

- In depth knowledge of design and construction practices and materials
- Exceptional verbal, written, and communication skills
- Established relationships with local Design Professionals and Trade Contractors
- Working knowledge of estimating, purchasing, scheduling, and VDC.
