Summary:
The Program Manager will be responsible for the overall management of the technical and administrative staff supporting the Army Research Laboratory (ARL) and its customers located at Aberdeen Proving Grounds (APG), MD, Adelphi Laboratory Center (ALC), MD and White Sands, NM.
Responsibilities
Essential Job Functions:
- Supervise operation of the contract and Contractor employees.
- Coordinates with COR concerning all matters of work accomplishments, priorities, and procedures
- Instructs Contractor employees on tasks and job techniques.
- Ensures compliance with established Contractor procedures and instructions as supplemented by Government standards as identified in this PWS
- Attends staff and organizational meetings to maintain familiarity with ARL formats, specifications, and quality requirements required by ARL.
- Answers questions on procedures, policies, and directives of all aspects of the contract and its support to ARL
- Ensures classified and other privileged information is organized and protected
- Provide high-level technical and people leadership in program execution: resolve project issues, facilitate decision making, and coach team members on standard methodologies for problem-solving
- Translate high-level project goals into comprehensive project plans, timelines, and budgets
- Drive the delivery of project scope, timelines, and budget with the core teams to ensure program goals are met and exceeded
- Track and report regularly on progress toward program milestones, milestone payments, and costs
- Establish effective program governance structures and communicate efficiently with internal and external stakeholders

Necessary Skills and Knowledge:
- Track record of providing efficient, effective operational/program management execution
- Excellent judgment and decision-making; capable of working independently with ability to multitask successfully
- Knowledgeable of techniques to anticipate and resolve program inefficiencies
- Must be able to adjust to changes in priorities, schedules, and budget to ensure program outcomes
- A strong sense of urgency and ability to manage deadlines
- Highly organized with great attention to detail
- Ability to work with colleagues, clients, and other staff members at all levels of the organization
- Exceptional written and verbal communication skills
- Comfortable leading multiple projects in a fast-paced, dynamic, and highly collaborative team environment
- Highly proficient in using Microsoft Office Tools (Word, Excel, PowerPoint, Teams, and SharePoint)
Minimum Qualifications:
- Bachelor’s degree from an accredited school
- Minimum ten (10) years of supervisory experience providing supervision, direction, and control of Contractor personnel performing
- Active Secret security clearance
Preferred Qualifications:
- An active Program Management Institute – Project Management Professional (PMP) certification; a Defense Acquisition University (DAU) DAWIA Level III certification in Program Management; a Master of Business Administration (MBA) /Master of Science (MS); or a graduate certificate in Program or Project Management (PMI accredited) with nine (9) graduate credit hours; or Project Management experience with 35 hours of project management education
- Experience working with the Department of Defense and the complex administrative and operational requirements associated with appropriately supervising contractor personnel mixed with Government personnel
The salary range for this position is $140,000 to $165,000 per year.
