This position is responsible for researching and providing applicable recommendation to ensure the oversight governance related activities including regulatory research, reviews of policies and procedures, and marketing/communication collateral reviews, and project/initiative support to ensure ongoing compliance with all rules and regulations for the Service Operations division. In addition collaborate with various business areas with all audit gathering of documents, finding resolution for findings and identified gaps and completion of risk assessments. Prepare governance reporting to the department management, and Senior Management and all applicable committees, as appropriate.TASKS, DUTIES, FUNCTIONS:
Plan formal risk assessments for the year for the assigned business areas. Work with the Senior Business Analyst, Governance Program Manager, leadership and various business areas, Compliance and Risk to gather information and data to include in the reporting, including but not limited to: BSA/OFAC, FACTA, ACH , Wire Transfers, RDC, Digital Banking , Debit/Credit Card Risk Assessments etc. Prepare tracking, steps for resolving the gaps and reporting on resolving the gaps as appropriate.Work with the Senior Business Analyst and/or Governance Program Manager on new risk assessment development as required by internal/external auditors and/or Risk. Conduct research to create risk statements, gather data and understand functionality in the applicable business areas to prepare the baseline for the report.As a part of the various Programs under Service Operations, work with the responsible management with the development of their documented management-monitoring program designed to proactively identify improvement opportunities to support ongoing compliance.Research and recommend new governing Corporate and Board policies/programs and business processes as required by Senior Management, and internal/external auditors. Conduct regulation research to include applicable information in the policy/program. Coordinate with business areas to gather information on functionality as applicable. Coordinate the review of all applicable Service Operations policies annually. Review all edits to ensure compliance with processes and applicable rules and regulations.Create procedures for various business areas as applicable for the Enterprise. Review periodically all enterprise procedures for changes and/or update.Work with management of appropriate areas to research and respond to complaints. Ensure all responses are concise and consistent, as required by the Service Operations Complaint Procedures and Credit Union Policies. Provide business owners with information regarding complaint analysis and trends. Provide information and analysis findings in a format that allows for its use by all appropriate personnel and management. Escalate concerns to management as appropriate.Liaise with Internal/External Audit, Corporate Compliance, and Risk Management to remediate new and outstanding issues.Provide advice in relation to governance, risk and compliance to the business areas.Use computer databases, electronic spreadsheets, desktop publishing, word processing, and statistical applications to manipulate, analyze and present data.Study current literature on research methodology and make appropriate recommendations for departmental improvements.Prepare informational reports for varying levels of the organization as needed, which may include information such as velocity, heat mapping, geolocation fraud trends, as well as other information that can be used for departmental progress and issue identification purposes.Maintain a thorough understanding of state and federal laws and regulations related to credit union compliance, including bank secrecy and anti-money laundering laws, appropriate to the position.Participate in projects, as needed and upon completion of projects, assist with training as necessary with all levels of staff and management. Maintain confidentiality of reporting and departmental processes, as appropriate. Develop and maintain working relationships with all levels of management, peers and subordinates, internal and externally with peers and vendors to accomplish credit union strategic goals.Performs all other related duties as assigned.
PHYSICAL SKILLS, ABILITIES, AND EXERTION UTILIZED IN THE PERFORMANCE OF THESE TASKS:
Effective oral and written communication skills required to proof-read, review, summarize, and report on complex government rules, regulations, and guidance.Must possess sufficient manual dexterity to skillfully operate an on-line computer terminal and other standard office equipment, such as financial calculators, personal computer, facsimile machine and telephone.
ORGANIZATIONAL CONTACTS & RELATIONSHIPS:
INTERNAL: All business units and department management in Service Operations, Audit, Risk Management, Compliance and other departments as needed and Senior Leadership.EXTERNAL: Vendors, and the staff of other financial institutions.QUALIFICATIONS:
EDUCATION: Bachelor’s degree in Business Administration or Associate’s degree coupled with commensurate experience in business communications, analysis and/or regulatory compliance, preferred but not required. May be considered if individual demonstrates skill level appropriated for the position. Credit Union Compliance Expert (CUCE) or equivalent strongly encouraged. EXPERIENCE: Two years or more related experience with disciplines as noted above with emphasis on regulatory compliance, project management, customer service, branch operations, complaint resolution and problem-solving. Experience in performing trend analysis, particularly as it relates to operational processes is desirable. KNOWLEDGE/SKILLS: Ability to communicate at a management level (oral and written) and work well with others in a dynamic team environment. Demonstrated ability to utilize a consultative approach with Senior Management.Strong foundation in credit union philosophy, member service and operational processes.Ability to work effectively and collaboratively within the department, with business unit owners, and others outside of the credit union.Advanced knowledge of risk assessment design and delivery.Knowledgeable of governance, risk and compliance systems and how to design the framework.Strong problem-solving, credit union operations, and organizational skills with the ability to present information logically.Ability to positively communicate suggested solutions and alternate outcomes.Strong written and verbal communication skills.Ability to multi-task effectively and meet deadlines with limited supervision.Possess the ability to work independently with minimal direction and exhibit initiative.Ability to be remain calm and clarity of through under pressure.Ability to maintain confidentiality.A background in regulatory compliance would be helpful, but is not required.Demonstrated ability to think critically and analyze and communicate complex information to all levels of management and staff.Proficiency in Microsoft Word, Excel, and PowerPoint as well as Adobe Acrobat Pro and SharePoint.
PHYSICAL REQUIREMENTS:
Prolonged sitting throughout the workday with occasional mobility required.Corrected vision within the normal range.Hearing within normal range. A device to enhance hearing will be provided if needed.Ability to lift 15 lbs. as may be required.Occasional movements throughout the department daily to interact with staff, accomplish tasks, etc.
LICENSES/CERTIFICATIONS:
Certification in crime analysis is strongly encouraged. Credit Union Compliance Expert (CUCE), NAFCU’s Certified Compliance Officer (NCCO), Certified Bank Compliance Officer (CBCO), and/or Certified Regulatory Compliance Manager (CRCM). Certified Anti-Money Laundering Specialist (CAMS), Bank Secrecy Act Compliance Specialist (BSACS) or equivalent also desired. #IND3
