On March 11, 2021, the American Rescue Plan Act (ARPA) of 2021 was passed in the US Senate. Part of this Act distributes $350 billion to state and local governments, with Texas receiving $27 billion to recover from the impact of COVID-19. In anticipation of our role in helping local municipal and county governments create and manage programs to utilize these funds, we are looking to add highly qualified Project Managers to our team.
The ARPA Project Manager is the coordinator of projects funded primarily by the ARPA. These funds are distributed via the U.S. Treasury Department directly to the unit of state or local government (cities and counties). The ARPA Project Manager coordinates and expedites the projects, working directly with local government contacts and elected officials.
GrantWorks is based in Austin, Texas. However, the requirements of this position allow for remote working and only requires that you are available to participate in meetings at different Texas governmental locations. In-face meeting protocols will follow stringent health guidelines issued by federal, state, and local authorities. You should be based in Tyler, Lufkin, College Station, Midland, Odessa, San Angelo, Houston, Plano, Garland or Dallas/Fort Worth areas.
RESPONSIBILITIES:
- Coordinate and manage multiple moderately complex projects at various stages of implementation, in coordination with GrantWorks management and client services/business development staff, and in compliance with state/federal requirements
- Communicate effectively with local officials, professional service providers, and various state and federal agencies through written memos, e-mails, formal letters, and telephone conversations
- Manage financial details of project management including review of contractor pay estimates and professional service invoices, budget tracking, billing projections, and payment thresholds
- Review project documents which may include applications, demographic surveys, maps and environmental assessments
- Periodically host public meetings or communicate with local elected bodies (councils, commissioners courts) regarding project status
- Track and meet performance milestone and numerous deadline events including reports, contract amendments, newspaper advertisements, and grant-specific requirements
- Interpret government publications and regulations as they pertain to project implementation
- Participate in ongoing training to maintain familiarity with grant program requirements
PREFERRED SKILLS/EXPERIENCE:
- Experience working in or with local municipal or county government
- Strong affinity for relationship building among diverse stakeholders, particularly local government entities such as mayor, council, city manager, county judge, commissioners, city/county engineer
- Ability to collaborate internally with stakeholders on a continuous basis to best serve clients and improve processes
- Ability to coordinate with specialized internal teams to achieve program goals, including but not limited to administrative, environmental, application, and labor standards teams
- Moderate to fluent Spanish
- Familiarity with federal, Texas state, county, or municipal procurement standards
MINIMUM QUALIFICATIONS
- Educational requirements:
- A college Degree is required and 2 years related experience is preferred; or
- A graduate degree in planning, public administration, engineering, or related field
- Critical thinking skills
- Ability to monitor budgets and work in a timely and cost-effective manner
- Ability to set, measure, and report on project milestones and goals
- Strong computer skills, including the ability to navigate and search the internet to retrieve information when required, learn new programs as required, create PDFs, manage multi-formatted MS Word and Excel documents
- Excellent document and time management skills
- Experience with creating and giving presentations and meeting facilitation
- Because travel is an important part of this job, a valid Texas driver’s license is required at the time of hiring and a driving record will be required.
This position is full-time employment and may occasionally require overnight travel.
