Responsible for assisting the Utilities Manager with day to day operations and special projects as assigned. This position will provide general guidance and supervision to the Utility Foreman, Water and Sewer Operators I, II, III, and Operators in Training.
Conduct inspections of construction and/or modification of infrastructure for water and sewer facilities in accordance with federal, state and local laws. Assist with planning, budgeting, reviewing, and coordinating water and sewer projects for the County. Other duties may be assigned as required.
ESSENTIAL DUTIES
- Apply, principles, practices, laws and regulations related to civil engineering and construction design.
- Act as liaison with engineers, contractors, developers, and citizens regarding water and sewer projects.
- Review plans and supporting data for engineering projects submitted by consulting engineers and/or private developers.
- Assist in preparation of capital project budgets.
- Inspect construction methods and materials for contract compliance.
- Perform inspections, review work, and compile composite reports as required by management or other government agencies.
- Administer construction contracts including evaluating work/change orders, monthly payment schedule, contract compliance, and reviewing final certificates, maintenance and operation manuals submitted by contractor.
- Establish, organize, and maintain records management file/systems.
- Provide project information, participates in work groups and attends public meetings.
- Perform related duties as to specific assignments.
- Provide service to customers by answering questions, providing information, making referrals, and assuring appropriate follow-through and/or resolution.
- Provide general guidance and supervision to the Utilities Foreman on projects and personnel issues.
- Assist the Utilities & Development Director with other County projects as needed.
MINIMUM QUALIFICATIONS
Knowledge, Skills and Abilities:
- Extensive knowledge of water, sewer and solid waste infrastructure planning.
- Knowledge of regulatory permits or licenses required.
- Ability to follow Federal, State and County safety rules and regulations.
- Ability to read, analyze, and interpret business and technical procedures and governmental regulations.
- Ability to make persuasive presentations on complex topics to top management, public groups and/or boards, and employees.
- Ability to write plans, reports, correspondence, procedures and other required documentation.
- Ability to plan, organize and oversee assigned work programs, including monitoring work schedules and evaluating the work of subordinates.
- Ability to develop department goals and objectives and to conduct and implement planning activities
- Ability to analyze and evaluate operations and develop and implement corrective action to resolve problems.
- Ability to establish and maintain an effective and professional working relationships with County Officials, employees, local, state and federal agencies and the general public.
- Ability to communicate effectively, both orally and in writing, with individuals and groups regarding complex or sensitive issues or regulations.
- Ability to demonstrate leadership and project management skills.
- Ability to define problems, collect data, establish facts and draw valid conclusions.
- Ability to obtain and maintain Defensive Driving certifications.
- Ability to successfully pass a background check. Any offer of employment is contingent upon those results.
- Skilled in the use of computer software programs and/or other applications.
Education and Experience:
- High school diploma or GED equivalent.
- Bachelor's degree in Civil Engineering, Environmental Engineering or closely related field.
- Minimum 4 years’ experience in utility design or construction. A comparable amount of training and experience may be substituted for the minimum qualifications.
- Minimum 2 years’ supervisory experience.
- Valid Washington State Driver’s license and acceptable driving record.
