General Function:


GBT’s Manager of Transportation Operations has bottom line responsibility for all aspects of the day-to-day operation of the Transportation Department including, but not limited to operational safety and the Department’s efficiency and effectiveness. This position oversees all field supervision, dispatch operations, safety training, compliance with federal drug and alcohol testing requirements and procedures, the development of operator assignments, capital planning, operational budgeting, technology and communication systems and staffing.

Accountability:


This position reports to the Operations Officer and supervises Field Service Managers, Dispatchers/Supervisors and the Manager of Safety and Training and other staff assigned to the Department.

Position Requirements:

1. Oversees the day-to-day operations of the Transportation Department ensuring safety, proper staffing, compliance with federal, state and local requirements pertaining to bus operations and on-time performance.

2. Determines staffing needs of the Department by reviewing staff, projecting future needs and coordinates recruitment of appropriate staff with the Department of Human Resources, ensuring the proper number of full time and part time operators at all times.

3. Has bottom line responsibility for the development and monitoring of the Department’s budget ensuring all services are commensurate with the available budget, taking proactive action to ensure there are no budgetary overruns or other problems.

4. Develops, on an ongoing basis, standard operating procedures for implementation by the Department pertaining to safety, customer service, driver assignments, the proper use of communication devices and other equipment, fare collection and other areas important to GBT and its customers.

5. Manages the day-to-day scheduling and activities of GBT’s Field Service Managers ensuring their duties are completed accurately and on time.

6. Manages the day-to-day scheduling and activities of all GBT dispatchers and supervisors ensuring a proper complement of dispatchers and road supervisors and that their respective duties are conducted according to GBT policies and procedures.

7. Manages the day-to-day activities of GBT’s safety training staff ensuring proper training for all department staff members and ensuring safety and compliance with standard policies and procedures as well as federal, state and local regulations.

8. Oversees all accident investigations.

9. Maintains a process to ensure that all operators have the requisite credentials to safely operate GBT vehicles and that all operators are aware of, and in compliance with, limitations to the hours of operation of commercial vehicles and other regulatory requirements.

10.Assures proper staffing levels and that all personnel are trained according to job descriptions and in compliance with federal, state and local regulations including the federal motor carrier regulations, federal drug and alcohol regulations and other areas.

11.Oversees GBT’s drug and alcohol detection program ensuring compliance with federal requirements, the policy of the agency, the policy and procedures associated with the Statewide Drug and Alcohol Consortium with bottom-line responsibility for ensuring that tests of all types are performed according the established procedures and protocols.

12.Oversees GBT’s Operator Safety Training Program using data regarding operations to craft and implement an effective safety training program with the overall goal of reducing and eliminating accidents of any kind.

13.Actively participates in the process of run-cutting and the development of driver assignments. Leads the periodic operating bidding process in accordance with bargaining agreements.

14.Actively participates in GBT’s Safety Committee, Service Review Committee, Run-cutting Committee, Passenger Advisory Committee, Safety, Risk Management Leadership Group, and Customer Service and Complaints Review Committee. Leads GBT’s Accident Investigation Committee.

15.Has bottom line responsibility for the complete and accurate preparation of payroll data information and data for timely distribution to the finance department. Maintains a strong working relation with the finance department staff.

16.Monitors and ensures that all elements of GBT’s Collective Bargaining Agreements are followed and that any and all discipline is conducted according to agreements in a fair, consistent and well documented manner.

17.Maintains a good working relationship with the ATU Local 1336 Bargaining Units.

18.Manages the department’s vacation schedules in compliance with GBT’s Union Contract.

19. Has bottom line responsibility for the dissemination of materials from various departments to the relevant staff in Transportation Operations ensuring that all staff receives proper notifications and are up-to-date on all GBT policies, procedures and other directives.

20.Develops and maintains a proficiency in GBT’s technology systems including the Advance Communication System (ACS), radio dispatch system and run-cutting system understanding both hardware and software aspects of the systems.

21.Oversees the timely investigation of all customer complaints and coordinates responses with staff of the Customer Service Department.

22.Provides performance metrics as required to various departments.

23.Participates in labor negotiations.

24.Works cooperatively with the maintenance department personnel to resolve equipment issues.

25.May be called upon to outside of normal business hours to address urgent operations issues and training needs and may be required at evening meetings.

26.Other duties as assigned by the Chief Operating Office or his/her designee.

Minimum Requirements:


1. Possession of a High School Diploma/GED. A college degree or other preparatory technical, managerial/supervisory, facilitation and communication skills training is highly desirable.

2. A minimum of three (3) years of technical, managerial, or supervisory experience in public transportation is required. Appropriate preparatory training beyond the required high school education or the attainment of requisite communication and presentation skills and knowledge in a relevant non-supervisory position may be substituted for a portion of the experience is required.

3. Knowledge of public bus transit operations, the application of policies, procedures, rules, and contractual requirements and the ability to model safe driving and customer service skills.

4. Valid Commercial Driver’s License (CDL) with the public service endorsements and the ability to be insured by GBT throughout employment.

5. Proficient in software programs (word processing, spreadsheet and database), Internet applications and utilization of all relevant office equipment. The ability to quickly learn internal software programs.

6. The ability to prioritize projects and have excellent oral communication skills, interpersonal skills, tact and diplomacy, demonstrated ability to present information in a clear, well-organized manner, to provide step-by-step instructions and constructive feedback, and excellent written communications skills are essential. Ability to work both independently and in a team environment.

7. Demonstrated knowledge of safe driving practices.

8. Individual may be required to travel in the course of their daily work.

9. Must be able to appropriately manage confidential information.

Is knowledgeable of and adheres to OSHA, GBT and other safety standards, directives and advisories, both written and verbal. Uses safety equipment and protective clothing as appropriate and necessary. Maintains good housekeeping habits in work area to avoid injury to self or others. Immediately reports to supervisor or risk manager any safety or security issue, and makes recommendations for improvement. Observes building access restrictions and locks doors when not present. Knows the nearest two safety exits and participates in safety drills.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job with or without reasonable accommodations. Employee must frequently lift and/or move up to 50 pounds for movement of boxes, files or other items. May also include frequent bending, stooping, squatting, pushing and pulling. Regular bus riding and driving for field work.


While performing the duties of this job, the employee is regularly required to sit for extended periods and may be required to work in or out of doors. The employee is frequently required to walk and stand. Use of hands and arms is necessary to reach or use various tools or objects. Specific vision abilities required by this job includes close vision and ability to adjust focus.
