The Guardant Health Oncology Platform leverages capabilities to drive commercial adoption, improve patient clinical outcomes and lower healthcare costs across all stages of the cancer care continuum. Guardant Health has launched liquid biopsy-based Guardant360 and GuardantOMNI tests for advanced stage cancer patients and LUNAR assay for research use and for use in prospective clinical trials. In parallel, Guardant Health is actively exploring the performance of the LUNAR assay in initial studies related to screening and early detection in asymptomatic individuals.
The IT Program Manager possesses proven experience in full-lifecycle implementation of IT projects, including enterprise and business applications, security, and enterprise infrastructure. The position will oversee multiple projects supporting Japan stakeholder groups to deliver comprehensive, complex, and large-scale programs of application implementations. The candidate will be accountable for the planning and delivery of IT initiatives across multiple teams and deliverables in Redwood City,CA to get the Japan lab up and running. The position will ensure that projects are successfully completed within the defined scope, quality, time schedule and budget. The role has the potential to focus on the EU or China in the future.
The candidate must demonstrate core program and project management competencies, including communication, strategic alignment, resource estimates, identifying and resolving issues, and ensure team cohesion at both program and project level throughout the project lifecycle.
The position will report into Vice President, Business Applications and assumed to be a full-time employee.
Responsibilities
- Set execution roadmap including release cadence, scoping implementation phases and deliverables, managing implementation partners, delivering regular updates to the IT Leadership Team.
- Lead, manage and execute the portfolio strategy. Responsible for the full life cycle of the project: initiation, resourcing, execution, monitoring, control and completion.
- Participate in the preparation of proposals and statements of work, develop project estimates, and estimate the resources needed to achieve implementation success and ongoing support goals.
- Drive all phases of the functional/technical implementation of the project from the planning to post go-live, ensuring the accomplishment of the desired scope, timeline, and quality.
- Collaborate with other project managers to plan scope, schedule, risk, stakeholder management, cross team collaboration and the synchronization of effort across other projects to drive outcomes.
- Monitor portfolio performance, identify portfolio issues, and influence schedule changes, scope adjustments, or resource loading timeline and plan. Manage third-party vendors expeditiously to ensure proper resourcing level and performance.
- Develop and maintain standard project documentation - project plans, agendas, action items, deliverables and ensure adherence to company Project Management Standards and Software Development Lifecycle best practices.
- Manage a high degree of change in a fast paced, complex, and demanding environment. Lead project(s) ensuring adherence to the established project methodologies, standards, tools, processes, policies, and procedures.
- Coordinate with the IT Leadership team and other resources to solve complex problems, develop innovative solutions, remove barriers, and collaborate with the sprint teams to iteratively deliver based on release plans.
- Bi-lingual English-Japanese language skills.
- Flexibility to work across time-zones and semi-adjust to Japan time zone for some overlap.
- Healthcare background highly desired.
- Regular travel expected.
- BS/MS Business Administration/Health Sciences/Computer Science along with Project Management Professional (PMP) Certification desired.
- 5 to 10 year’s experience in program and project management.
- Minimum 5 years leading and delivering Business Applications projects, Infrastructure, Tech Transfer, ERP in Life Science or Medical Devices company.
- Knowledge of overall IT technical landscape, including enterprise business applications, information security, infrastructure, and compliance.
- Comprehensive understanding of Program and Project Management methodologies (Agile, waterfall), processes, operating mechanism, and ability to inspire and manage technical, functional project staff, business leaders, and third-party resources globally.
- Expert at juggling parallel tasks, work well under pressure and ambiguity, drive meeting deadlines, and excel in fast-paced dynamic environment under tight resource- and fiscal operating climate.
- Excellent interpersonal, influencing, communication and organizational and planning skills with ability to dynamically function comfortably at various organizational level.
- Expert proficiency in Microsoft Office tools and other project management tools such as Smartsheet, JIRA and Confluence.
- Excellent written, verbal, and interpersonal communication skills. Very comfortable in executive communication

Work Environment:
Employee may be required to lift routine office supplies and use office equipment. Majority of the work is performed in a desk/office environment; however, there may be exposure to high noise levels, fumes, and biohazard material in the laboratory environment. Ability to sit for extended periods of time.
