SUMMARY
The Manager, HSE - Supply Chain Operations (SCO), under the guidance of Sr. Leadership will provide essential and high quality safety services at the VPC &/or PDC facilities. The Manager will provide the leadership for developing and sponsoring standards for safety, as well as develop and manage the: 1) Worker Compensation Program 2) OSHA Compliance programs 3) First Responder Team 4) Incident Investigations 5) Emergency Response Plans and drills 6) Environmental Compliance 7) Ergonomic Safety programs 8) General Safety Programs 9) Coordinate Training requirements for all such programs 10) HSE Orientation Programs at the VPC and/or PDC 11) NSC Navigator management and required training. Additionally, the HSE Manager will provide input, guidance and/or direction regarding compliance and regulatory matters on an as needed basis. This role supports all hours of operations at the VPC and/or PDC facilities as necessary and requires a flexible work schedule.

- Promotes safety awareness, accident prevention and employee involvement in regard to a safe work environment. Ensures employees have an understanding of the safety expectations of the organization.
- Evaluate operational practices to determine methods to eliminate or control workplace hazards.
- Develop, maintain and control all Safety program, related documents and compliance requirements throughout the VPC and/or PDC.
- Develop materials and provide resources for safety awareness training for VPC and/or PDC facilities.
- Lead and oversee the development and implementation efforts of Ergonomic programs for the VPC and/or PDC
- Serve as a resource in safety expertise for all Supply Chain associates.
- Oversee OSHA compliance, record keeping compliance, personal protective equipment selection, and conduct compliance audits at the VPC and/or PDC.
- Develop, train and monitor Incident investigation programs and Emergency Response Plans for the VPC and/or PDC
- Develop VPC &/or PDC Site Safety Inspection checklists - implement, train and monitor
- Monitor Environmental Compliance for all fuel storage tanks and record keeping
- Serve as Hazardous Material Liaison for Supply Chain Operations
- Review and select appropriate resource materials for safety training in the various operations - Conduct Train the Trainer programs, if necessary for VPC and/or PDC
- Coordinate workers' compensation claims management and return-to-work program in partnership with Human Resources VPC and/or PDC
- Manage Spill Prevention Control and Countermeasures Plan and conduct quarterly inspections for VPC and/or PDC.
SUPERVISORY RESPONSIBILITIES
May indirectly provide guidance and/or oversight to employees and/or contractors participating on a project team. Carries out responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing contractors, planning, assigning, and directing work, and resolving problems. Responsibilities also include sponsoring, directing, coordinating, and supporting project and process improvement teams, and participating in and/or supporting project teams sponsored by other management team members.
QUALIFICATIONS
Bachelor's degree from an accredited four-year College or University in Occupational Health Safety or similar field required (strongly preferred); plus three to five years of experience in OSHA, EPA, and Safety Management System implementation. Workers Compensation experience preferred. Safety certification preferred or possess an equivalent combination of education and experience.
- Must have a minimum of 4 years of HSE professional experience in a General Industry setting.
- Prior training and experience with RCRA, OSHA 10/30 General Industry, OSHA 511/501
- Must have working knowledge of HSE Management Systems and Microsoft Office Suite.
- Proficient knowledge of Occupational Safety and Environmental Regulation.
- Must have excellent written and verbal communication skills with the ability to effectively interact with all levels within the company.
- Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents.
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
- Demonstrate ability to work closely with associates on sensitive issues regarding work-related injuries and illnesses.
