  License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.
Education Qualifications: Bachelor's degree in related field required. Master's degree in related field preferred.
Experience Qualifications: Five years of leadership, administrative, or programming experience required. Two years of experience in a leadership position in the student information field or local school level preferred.
Skills Qualifications: Strong leadership skills and project management experience; excellent verbal and written communication skills; strong analytical and problem-solving skills ; excellent organization and human relations skills; knowledge of information solutions and their impact on student learning; ability to transfer knowledge of processes to logical technology systems development; ability to conceptualize abstract concepts and organize them into an operational design; ability to work across functional departments and interact with employees at all levels of the organization; and ability to execute continuous quality improvements. Strong understanding of school-based practices supporting special program activites.
Primary Responsibilities: Direct all activities and processes associated with the research, development, implementation, and continuous quality improvement of the tools supporting programs including but not limited to special education, multi-tiered systems of support, multi-lingual learners, data capture and management as well as others, in support of the vision, mission, and goals of Gwinnett County Public Schools.
1. Lead and supervise the development of staff through the assignment of tasks, including monitoring workloads and evaluating staff supporting special programs to ensure alignment with program area processes and compliance requirements.
2. Monitor and oversee the collection of project requirements, assigning development tasks, monitoring progress, and leading in the implementation of special program activities including but not limited to customization requests with vendors, solution development for new processes, and requirements.
3. Lead and develop the skills, knowledge and execution of team deliverables across all team members in the technical skills, program area processes, and advancing practices in support of special program activities.
4. Develop, build, and maintain expert knowledge of special programs, including but not limited to special education, Multi-tiered systems of supports, and Section 504 plans.
5. Develop, build, and maintain technical expertise in the student information system and special program fields including best practices for alignment of program activities to required reporting requirements.
6. Ensure alignment of team activities to implementation of the district's strategic plan.
7. Lead activities for the enterprise in developing solutions for capturing and managing data through the use of tools such as Qualtrics and other district resources.
8. Direct all development of functionality in tools supporting special programs in compliance with state and federal requirements.
9. Align team activities to the continuous improvement efforts for all departmental processes.
10. Perform other duties as assigned .
