The Buyer sources and purchases Electronic Components, machinery, equipment, tools, raw material, packaging materials, parts direct from OEM's or thru National Franchised Distributors and/or serves / supplies necessary for operation of an organization.  Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Compiles information to keep informed on price trends and manufacturing processes. Confers with suppliers and analyzes suppliers' operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment and maintains necessary records.  Prepares bid packages.

Duties and Responsibilities

Research vendor's products and capabilities.  Solicit quotations from potential sources.  Negotiate and place purchase orders and/or subcontracts for requisitioned items.  Ensure timely delivery of materials and services of acceptable quality of the best value consistent with requirements and established budgets.  Prepares bid specifications, receive bids and make purchases of commodities or good where the financial impact is great.   Must effectively manage commodities with aggregate spend in excess of $5M per year.  External contact: sponsor, contractor / subcontractors and vendors.

Qualifications:

• Bachelor degree in Business Management or Materials Management preferred with 2-7 years relevant work experience required. 
• The successful candidate will ideally have experience with the procurement of electronic commodities. 
• The individual will have experience in the field and will represent the organization as the prime contact on a project or program.
• The individual will work without appreciable direction and exercise considerable latitude to determine and develop approaches to solutions.
• Aptitude in real time MRP environment. 
• Procurement experience with DoD and Government Contracts is preferred.   
• Must be eligible to obtain a Security clearance.
• Proficient with Microsoft Office (Word, Outlook, Excel, and PowerPoint) is required.
