Deputy Director, Data Analytics and Business Intelligence Overview: 

The Deputy Director, Data Analytics and Business Intelligence will play a crucial role in assisting the Development & Infrastructure sub-divisions, with the consolidation, maintenance, integrity, and analysis of data. This position is responsible for data integration and warehousing by centralizing and consolidating data from multiple sources and managing and enhancing data reliability and quality through the implementation of process and technology tools. You will serve as the liaison between the Development and Infrastructure Division and the Technology Division for all technology requirements. 


The successful candidate will design and implement business plans, tools, and strategies to track and report on the attainment of goals. This includes the transformation of data into dashboards and reports, to monitor critical KPIs that inform strategic decisions and report on division and organizational success. You will analyze project data to provide ongoing visibility into project progress and outcomes, to identify trends, issues, and opportunities for improvement.

This position is also responsible for standardizing and streamlining the project management process division-wide for project management delivery success. You will also be responsible for project management training and development to enhance project delivery team skills. 

Essential Duties and Responsibilities
  • Responsible for the well-being and day to day management of D&I data management systems.
  • Lead the entire needs and services for processes, technology necessary to deliver projects by project managers, and outside partners.
  • Serve as a liaison on technology needs of Capital Projects.
  • Responsible for project management process standardization by streamlining project management processes division-wide in matters of project management and delivery.
  • Responsible for project management training and development to enhance project delivery team skills through programs.
  • Responsible for project creating tools and support project management documentation and audits by assessing project performance and identifying improvement areas through reviews and audit reports.
  • Responsible for application modernization and development by upgrading legacy applications and creating new systems for improved scalability and performance including daily maintenance.
  • Responsible for developing dashboards and reports to monitor critical KPI’s for project delivery groups.
  • Responsible for managing and enhancing data reliability and quality through processes and tools.
  • Responsible for data integration and warehousing by centralizing and consolidating data from multiple sources.
  • Defines job duties for employees within Project Management Office.
  • Develops HEAR plans and perform annual and scheduled evaluations with job duties for each individual employee. 
  • Other duties: Performs all other duties as assigned.

What you will bring to Precinct One

 

Education:

  • Bachelor’s degree in Accounting, Finance, Data Science, Data Analytics, Computer Science, Business Administration from an accredited college or university

Experience: 
  • Ten (10) years of Project Management experience as a Data Analyst 
  • Prior government, municipal/county public works experience 
  • Proficiency in Microsoft software applications, which include Outlook, Word, Excel, PowerPoint, and SharePoint.
Licensure: 
  • Valid Texas State Driver's License

  • Outstanding organizational and time management skills with proven ability to organize, prioritize and analyze multiple and shifting priorities, projects, and deadlines
  • Ability to work effectively, efficiently, and independently with minimal supervision
  • Anticipate needs and make necessary and appropriate decisions independently
  • Proven ability to handle confidential and sensitive information with tact and discretion
  • Strong analytical, critical thinking, and problem-solving skills
  • Knowledge of relevant government accounting standards and best practices
  • Team player, flexible, adaptable, personable, and able to work well with others; takes direction, and fulfills responsibilities under stress or pressure
  • Strong computer and data analytic skills including QuickBooks, PowerBi, PeopleSoft, Outlook, Microsoft Word, Excel, and PowerPoint

About Precinct One
There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county’s government. Commissioner Rodney Ellis represents the constituents of Precinct One.

With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One’s multi-racial, multi-ethnic population is roughly 33 percent African American, 38 percent Latino, 21 percent Anglo, 6 percent Asian and 2 percent other or multiple races.

Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct’s territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Precinct One manages more than 21 parks, 10 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents.
