What are the responsibilities and job description for the Manager, Accounts Payable position at Harris County?
The Manager, Accounts Payable is responsible for overseeing all aspects of the Harris County Toll Road Authority's (HCTRA's or the agency’s) accounts payable activities in accordance with the Harris County's policies and procedures. This includes, but is not limited to, managing the procure to pay cycle, and performing secondary reviews of numerous items (i.e., invoices, Requests for Payment (RFPs), purchase requisitions, employee expense reimbursements, etc.). The Manager, Accounts Payable is responsible for assigning and delegating workload to his/her team. This position will work closely with HCTRA's internal divisions, and other Harris County departments, including the Auditor's Office, Purchasing Department, etc.
Duties and Responsibilities:
- Oversees the procure to pay cycle in order for the Harris County Purchasing Department or the Auditor's Office to process all invoices, RFPs, purchase requisitions, purchase cancellations, and employee expense reimbursements.
- Performs various KPI analyses on a monthly basis to monitor all accounts payable related activities.
- Oversees the receiving forms approval process to validate that all invoices are approved by the appropriate personnel prior to routing to the Auditor's Office for payment.
- Performs managerial and administrative tasks related to team management.
- Identifies potential process improvement opportunities and works internally with the agency's divisions and externally with the Auditor's Office to enhance the efficiency and improve the accounts payable process.

Education:
Bachelor’s degree in Finance, Accounting, Business Administration or related field.
Experience:
At least five (5) years’ supervisory or managerial experience in accounts payable, accounting, auditing, and/or finance.
Previous experience with identifying process deficiencies and making recommendations for improvement
Knowledge, Skills, and Abilities:
Working knowledge of Harris County structures, policies, and procedures
Advanced knowledge in MS Office Suite, especially Excel (i.e., utilizing Pivot Tables, VLOOKUP’s, etc.)
Solid knowledge/understanding of financial accounting rules, regulations, and standards, and the ability to read, comprehend, interpret, and communicate details and changes, as needed
Strong written, oral communication and interpersonal skills
Strong knowledge of internal controls over financial reporting
Ability to prioritize workload to meet tight deadlines, including delegating tasks to staff and managing team’s workload
Effective management and leadership skills
Strong analytical and problem-solving skills
Ability to prioritize and take initiatives without direction or reminders

Hours may vary based on the business needs of the department.
Salary:
Starting at $50.00
Work Environment:
There are no major sources of discomfort.
A normal office environment with acceptable lighting, temperature controls and furnishings is provided.
Physical Demands:
Light Work - Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.
