What are the responsibilities and job description for the Permit Services Manager position at Harris County?
Under the supervision of the Technical Deputy Director, the Permit Services Manager, will develop, implement, and maintain metrics and measurement techniques for tracking efficiencies and effectiveness of Permit Services activities and programs. Organize and manage a team of subject matter experts to provide technical expertise in air, storm water, wastewater, solid waste, and emission events. Responsible for interpretation of rules and regulations and permit requirements for all PCS Sections. Responsibilities include the supervision of section staff.
Duties and Responsibilities:
Permits Services Section
Responsible for ensuring proper review and comment on State and Federal rules and regulations, and TCEQ permit applications regarding air, TPDES/NPDES and solid waste
Responsible for overall recruitment, hiring, and supervision of the Air, Water and Waste Specialist.
Distribute workload among staff for optimal performance.
Select continuing education programs to be attended by staff
Assist in the development of program strategies, policy and planning for PCS monitoring, field surveillance and compliance programs related to air, storm water, TPDES/NPDES and solid waste programs in Harris County
Monitor and oversee Permit Services air, TPDES/NPDES and solid waste programs and assure that pertinent federal, state, and local laws and rules are interpreted and applied correctly
Develop, implement, and maintain metrics and measurement techniques for tracking efficiencies and effectiveness for Permit Services activities
Work closely, effectively and provide regulatory and technical assistance to all PCS Sections
Perform analytical queries for CRM for statistical evaluation on Permit Services activities
Identify legislative needs related to air, TPDES/NPDES and solid waste programs and provide leadership and stewardship to enact such legislation
Conduct presentations to professional organizations and to the general public
Maintain effective working relationships with local and state agencies, associations, public interest groups and other key stakeholder groups in the ambient airfield
Administration
Develop leadership abilities of Permit Services staff
Other
Responsibilities include other duties as assigned, including special tasks involved in responding to an emergency event.

Education:
Bachelor of Science degree from an accredited college in Biology, Chemistry, Environmental Science, or related fields
Experience:
5 years of experience in environmental enforcement
5 years of program management/supervision
Minimum 3 years’ experience in environmental permit reviews
Licensure:
Must have a valid driver's license
Knowledge, Skills, and Abilities
Proficiency with word processing and email software
Basic knowledge in Excel, Access, and PowerPoint
Capable of supervisory role and managing multiple projects
Knowledge of State and Federal regulatory requirements especially regarding environmental permitting
Skills in establishing and maintaining effective and collaborative relationships with internal and external customers
Well-versed on-air pollution, solid/hazardous waste, storm water and water pollution control programs Good verbal and written communication skills
