Public Minimum Qualifications (HELPS Program):
A. You must be a Registered Dietitian (RD)/Registered Dietitian Nutritionist (RDN) currently registered with the Commission on Dietetic Registration, the credentialing agency for the Academy of Nutrition and Dietetics.
AND
B. you must have two years of full-time professional experience, after successful completion of the Registration Examination for Dietitians, in the field of nutrition or dietetics.
Substitution: A Master's Degree in Nutrition, Dietetics, Health, Public Health, Public Administration, Health (Care/Services) Administration, Nutrition Education, Health Education, Community Health, Health Care Policy and Management, Psychology, Counseling, Social Work/Social Welfare, Human and Social Services, Early Childhood Education, or Public Policy may be substituted for one year of experience.

Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Public Health Nutritionist 1; OR New York State employee with one year of permanent or contingent-permanent competitive service in a title at or above Grade 20 and eligible for transfer under Section 70.4 of the Civil Service Law by meeting the Open Competitive minimum qualifications listed.
Preferred Qualifications: The preferred candidate will have experience working in a multi-faceted public health nutrition program. They will have excellent interpersonal, organizational, analytical, and oral and written communication skills; knowledge of supplemental food programs and food insecurity; proficiency with computer skills; and the ability to work independently and as a team member, handling multiple priorities.
The Central New York Regional Office provides oversight of Hunger Prevention and Nutrition Assistance Program (HPNAP) contracts with different funding sources. The Public Health Nutritionist (PHN) 1 has a critical role in maintaining Program integrity in the Central New York Area. The position’s primary responsibility is management of HPNAP contracts, to ensure that contractors appropriately address program deliverables, maintain fiscal integrity, and ensure that program services are provided in the most efficient and effective manner based on State and federal regulations.
Duties will include conducting program reviews, reviewing budgets, overseeing expenditures and budget modifications, determining allowable expenses, and reviewing and approving all contract-related deliverables. The PHN 1 will also provide technical assistance to interpret and address questions on current policy and procedures and will provide technical assistance and training on administrative issues. They will act as a resource for food, nutrition, diet, and health information as needed and will supervise subordinate staff.
