What are the responsibilities and job description for the Privacy Manager | Hybrid NYC position at HealthFirst?
The Privacy Manager will serve as the primary lead for maintaining, ensuring and fostering an environment that enhances and promotes compliance with privacy related laws, regulations, policies and procedures in an effort to build a culture of privacy. The Privacy Manager serves as an active member of the Privacy Office and is involved in all activities related to the operation of the Healthfirst Privacy Program.
Scope of Responsibilities :
Develop and review company policies, procedures and internal privacy audits to ensure that the application of policies and procedures are sufficient to properly safeguard Healthfirst member information
Collaborate with other departments to develop risk assessments to help identify process gaps and deficiencies and to develop corrective action plans to correct identified gaps; make recommendations to Chief Privacy Officer of appropriate solutions to identified problems
Review and analyze monthly Privacy Office audit report of all privacy issues prepared by Privacy Analyst, assist with trend analysis and develop an executive summary
Spearhead Privacy Office awareness and education initiatives/events
Assist with redrafting of department specific privacy training and work with identified departments to present privacy training/updates to their staff
Work with business units to develop department level privacy policies and job aids along with operational training for department employees. Use MS Excel to develop training/updates tracking reports
Through participation in Privacy work groups and external organizations, remain current on privacy updates and changes that impact our business to remain efficient in role
Participate in Reliability meetings as a representative of the Privacy Office providing HIPAA related guidance and collaborating with business units to resolve privacy related issues
Manage various privacy related projects. Identify ways to improve work processes
Make recommendations for department privacy policies, practices and procedures & for improvements, assist in the implementation of, and support of the overall goals of the Privacy Office
Assist with auditing and monitoring of business units to ensure compliance with Health Information Portability and Accountability Act (HIPAA) and the Health Information Technology for Economic and Clinical Health (HITECH) Act and other privacy regulations
Evaluate HIPAA audit results to determine necessary corrective actions for identified deficiencies in employee knowledge of privacy policies and procedures
Assist in researching issues involving the use, disclosure, and storage of Protected Health Information (PHI) including member complaints and Office for Civil Rights (OCR) inquiries. Assist the Director of Privacy and team with the investigation of potential privacy breaches.
Develop Privacy Office Audit Plan that is tailored to Healthfirst departments using MS Excel and MS Word, and update accordingly as business needs and regulations change
Work with the Privacy Analyst to ensure that desktop audits and email encryption audits are conducted monthly; review results prior to submission to the AVP, Chief Privacy Officer Minimum Qualifications:
Bachelor’s Degree from an accredited institution
Must have a deep understanding of all aspects of the HIPAA Privacy Rule, which includes the ability to articulate complex rules and regulations and how they impact Healthfirst and the health care industry
Prior experience in health care provider, payer or other healthcare-related setting working with the HIPAA Privacy Program
Efficient project management skills
Ability to either work independently or in a team
Possesses keen attention to detail in order to “issue spot” and escalate appropriately
Exhibits strong critical thinking and problem-solving skills
Strong verbal and writing skills; ability to understand the intended audience in order to communicate effectively
Exhibits diplomatic skills than can foster collaborative relationships across the Company in order to deliver results
Proficient in MS Office: Word, Excel, and PowerPoint Preferred Qualifications:
Master's degree from an accredited institution
Possesses an appreciation for information technology (IT) and applications and an understanding of how PHI and PII flows from system to system
Experience working with a Medicare, Medicaid and/or commercial payer
Working knowledge of Microsoft SharePoint
Familiarity with Salesforce
Knowledgeable of AWS cloud infrastructure
Experience communicating with regulatory agencies such as the Office of Civil Rights (OCR), New York State Department of Health (SDOH), Department of Financial Services (DFS), etc.
Familiar with hospital settings and systems License/Certification:
Privacy certification such as CIPP-US, CIPM, CHPC, or the ability to certify within 6-12 months of hire
