SUMMARY
Heluna Health invites applications for a Project Manager position with the LA County Department of Public Health (LADPH) to support a limited time grant program to assist skilled nursing facilities (SNF) that are experiencing a COVID-19 outbreak among their patient populations. The Project Manager will also support COVID-19 booster vaccinations within SNFs in Los Angeles County via the Transforming Nursing Home Care Together (TNT) project. Public Health’s Outbreak Management Branch (OMB) routinely recommends that SNFs improve ventilation as an outbreak mitigation measure to decrease ongoing COVID-19 transmission and lower the risk to residents and staff. This project is emergent given the expected surge of respiratory viruses like Influenza and Respiratory Syncitial Virus (RSV) this season in addition to the expected winter surge of COVID-19. The Project Manager reports directly to the Chief Program Officer.
The Project Manager will support Heluna Health Project staff and LADPH to ensure SNFs perform all deliverables who receive grants to improve ventilation that may be contributing to ongoing COVID-19 transmission at their facility. The Project Manager will directly work with SNFs identified by Public Health to provide direct payment for Subcontractors participating in the TNT project. The Project Manager will oversee the TNT project and act as the central point of contact with Public Health, with responsibility for the overall day-to-day activities, management, and coordination of the TNT Contract.
The Project Manager should understand the context of assignments and be flexible and adaptable to changing priorities. The Project Manager will work with multiple stakeholders to implement processes and programs throughout the varying projects. In addition, the Project Manager is responsible for overseeing day-to-day program activities and ensuring all deliverables and expectations of the program are being met.
The Project Manager will provide guidance to the Chief Program Officer, LADPH, and Client Support Team. The Project Manager will also develop policies and procedures as needed and develop and maintain reports.
The ideal candidate must possess outstanding leadership and management skills and have experience working with diverse communities. In addition, this position requires excellent project management, interpersonal, and communication skills.
This temporary full-time benefitted position is grant-funded through July 31, 2023. May be extended on a part-time basis subject to available funding.

ESSENTIAL FUNCTIONS
• Provides fiscal and administrative oversight of funds in coordination with the Heluna Health Client Support Team.
• Participates in meetings with the County, as requested, to discuss updates and/or concerns.
• Provides regular updates to Public Health regarding Subcontractors' administration progress and challenges.
• Ensures that all initial and final reports and monthly invoices are provided to the County in accordance with the requirements.
• Collaborates with Public Health's designated Project Manager.
• Supervises and provides oversight of Heluna Health scope of work.
• Manages all SNF work orders and provides continuous guidance on the SNF grants process; accountable to perform all executed SNF work orders/scopes of work.
• Project lead of a multidisciplinary project team in Heluna Health’s Project Management Office.
• Manages and tracks assignments as assigned from the Chief Program Officer or designee.
• Develops/refines procedures and communication channels to improve operations; maintains excellent communication/coordination across project team, LADPH and SNFs, as well as with external partners.
• Leads activities such as calls and meetings associated with the COVID-19 Skilled Nursing Facility Ventilation Improvement Grant Program, including making any necessary presentations to LADPH.
• Manages all SNF and LADPH program queries and requests for information.
• Manages and prepares written reports or summaries of responses to queries, situation updates, and other issues as assigned.
JOB QUALIFICATIONS
Education/Experience
• Bachelor’s degree in Public Health or related field or an acceptable combination of education and experience to perform the essential functions of the job.
• Master’s degree in Public Health preferred.
• At least one year of supervisory experience required.
• At least one year of experience working on project coordination activities.
• Experience working in a fast-paced environment.
Certificates/Licenses/Clearances
• A valid California driver’s license, proof of vehicle insurance, and reliable transportation or the ability to secure timely transportation to perform the essential functions of the job.
• Successful Live Scan (background check) clearance
