Duties Description

1. Under the direction of the Director of HR and/or the Associate Director, administer HESC’s Reasonable Accommodation and Religious Accommodation (Reasonable Accommodation) Policies and Procedures. Maintain familiarity with the New York State Human Rights Law and the Americans with Disabilities Act and other applicable laws and/or Executive Orders.

2. Serve as HESC’s Diversity & Inclusion (D&I) liaison with Civil Service’s Office of Diversity and Inclusion Management. Participate in identification, development and/or implementation of processes and activities that support diversity and inclusion. Participate in interviews and the hiring process and review final selections from an EEO perspective. May assist with the review of selection factors and interview questions from a D&I perspective. As a D&I liaison will coordinate activities on behalf of HESC.

3. Perform the full range of activities related to recruiting, classification, staffing, developing and maintaining an adequate and competent workforce. Participate in interviews and hiring decisions for the agency. Review credentials, references, and other documentation to support hiring decisions. Ensure selection factors and interview questions are appropriate and reflect business needs and agency goals.

4. Answer and respond to inquiries from managers and employees related to telecommuting, Reasonable Accommodation, and various other HR matters, laws, policies, and practices.

5. Develop, organize, schedule and/or coordinate training programs such as telecommuting, reasonable accommodation, supervisory training, and diversity and inclusion activities. May personally conduct training live or virtually. Administer HESC’s exit interviews and evaluates information received to identify areas for improvement.

6. Monitor and assist employees with conditions of employment (policy and procedures, time and attendance, employee benefits, seniority determinations, etc.), employee leaves, and worker’s compensation. Assist with administration of medical and other leaves including Workers’ Compensation, continuous and intermittent FMLA leave and personal leave. Provide guidance, training and coaching to employees and supervisors as necessary. Prepare transactions related to leaves and worker’s compensation for submission to the Business Services Center (BSC) for processing. Ensure information is accurate and meets all requirements for BSC transactions.

7. Assist with administration and tracking of HESC’s Performance Evaluation Program. Participate in the development and maintenance of effective procedures for timely probation reports and evaluations, traineeship evaluations and performance evaluations. Assist supervisors in effective techniques for timely drafting of probationary reports and annual performance evaluations. Review employee evaluations, identify issues, and ensure that they are addressed as necessary..

8. Co-administer HESC’s Telecommuting Pilot Program. This may include the review and assessment of telecommuting applications, work plans, and telecommuting evaluations as well as the effectiveness of the program and participants. This requires working knowledge of Civil Service title and salary plan, current business needs, and agency telecommuting guidelines.

9. Identify staff development and training needs with program managers and/or executive staff. Assist with planning, organizing, scheduling and coordinating HESC’s training program. Review and evaluate effectiveness of training efforts. Oversee the roll-out and completion of mandatory Statewide training. May personally conduct virtual or in-person training.

10. Confer with program managers, executive staff, employees, and oversight agencies (such as Civil Service, OER, DOB) regarding HR matters.

11. Disseminate relevant information on training, promotion and related opportunities for employee self-development.

12. Perform other duties as assigned.


Additional Comments

NOTE: This position requires a workday during HESC’s official agency hours between 8:00 a.m. and 5:00 p.m.
