Job Summary
Homefull is a nonprofit addressing the needs of people who are at risk of or experiencing homelessness or are formerly homeless. Major work functions include managing the development of all grant programs, writing grants and interfacing with management concerning accounting, fiscal and operational needs of grants. Grant and grant related programs include Housing and Urban Development (HUD,) Community Development Block Grant Program (CDBG), HOME, Emergency Solutions Programs, (ESG) as well as, other grants, public and private grants, and other special grants. The employee ensures that all federal and state grant requirements, environmental reviews, and project/program eligibility, are met in order to provide for new and continued grant funding.
• Identify organizational needs related to long term strategic goals adopted by the leadership of Homefull. Participate in the development of one-year plans and evaluation summaries for all grants, including private foundations, federal, state and local government.
• Respond to and resolve grant related technical questions and inquiries. Coordinate and research potential grant possibilities as they relate to federal and state grant rules and regulations.
• Interpret and apply federal, state and local regulations to make sound programmatic decisions, seeking assistance from leadership and grantor representatives as appropriate. Ensure program compliance with grant requirements including, but not limited to, outcomes, expectations, and financial expectations.
• Coordinate and monitor grants and program contracts, site visits, file documentation, performance monitoring, regulatory and spending rates.
• Maintain day-to-day communication with funders, agency leadership, staff and others assigned. Respond to inquiries regarding Homefull’s programs and services. Plan and develop schedules, timelines, and prioritize projects.
• Prepare, submit and respond to RFPs in order to carry out the organization’s mission and analyze potential grant opportunities, and seek new funding opportunities to accomplish Homefull’s strategic initiatives.
• Maintain technical documents and tools such as legal contracts, sub-grantee agreements, award letters, monitoring tools, activity reporting forms, and application guidelines.
• Provide on-site training and technical assistance to Homefull staff regarding program development, fiscal and programmatic reporting, and program regulations as they relate to contract grants and performance expectations.
• Conduct compliance and performance monitoring of grant funded projects and activities within Homefull.
• Assist in the budgeting process, review draw-downs, track activities balances, and make budget modifications. Create and maintain an internal grant performance dashboard.
• Provide input, modify, and retrieve grant performance data, and make recommendations on performance improvement plans. Generate accurate and required reports and plans for grant funders.
• Assist in development, planning, and implementation of program objectives.
• Participate in the development and implementation of policies and priorities for assigned programs. Recommend appropriate services and eligible activities that are within the grant regulation guidelines.
• Conduct a variety of investigations and analyze research data; develop research analysis database; prepare reports and evaluate agency needs.
• Ensure timely submission of reports to agency leadership and funders.
• Participate in continuous review and educational training of regulations and policies.
• Perform other related duties and responsibilities as required.
Minimum Requirements
- Bachelor’s degree.
- Knowledge of HUD regulations and eligibility specific to COC, ESG, CDBG and HUD in general.
- Experience in grant administration of homelessness grants.
- Strong background in grants management and application development preferred.

- Ability to work on tight deadlines, meet due dates, and multitask.
- Computer skills including Word, Excel, Outlook, and PowerPoint and strong attention to details.
