Ten years of professional level experience* in the administration of complex federally funded emergency management, disaster assistance and disaster recovery programs in one or more of the following areas, including two years of management experience** and three years of supervision of subordinate professional staff:

  • Experience:
  • Financial Administration including the implementation of policies and procedures for financial management, application review and processing, regulatory compliance and accountability monitoring, oversight of grant application processes, appropriation, and disbursement activity.
  • Planning, implementation, and coordination of public assistance grant programs involving supplemental reimbursement for the repair and/or restoration of infrastructure and facilities to pre-disaster condition and assistance with mitigation measures during the recovery process.
  • Planning, implementation, and coordination of hazard mitigation assistance programs enabling communities to implement long-term hazard mitigation measures resulting from natural or manmade disasters.
  • Planning and implementation of technical assistance programs targeted to agencies and individuals working collaboratively to assist disaster victims.

**Management experience is defined as direct leadership, management, and strategy execution for an identifiable organizational unit or program which includes direct management of program planning, development, resource allocation, monitoring, evaluation, research and analysis, and policy formation. This experience should also include administrative supervision of professional staff.

Substitution: A bachelor’s degree may substitute for four years of general experience; a master’s degree or juris doctorate may substitute for an additional year of general experience.
Duties Description
Reporting to the Deputy Director or Executive Deputy Director of the State Office of Emergency Management (OEM), these positions will be responsible for oversight of critical and timely decision-making on a regular basis. The incumbents will oversee and manage multiple sections within OEM, develop and implement program policies and priorities aligned with DHSES’ strategic goals and objectives, and coordinate numerous cornerstone initiatives. The positions are responsible for providing leadership in the State Emergency Operations Center (EOC) during times of disaster. It is expected that these positions will learn and understand OEM’s various programs including Planning, Training, Operations, Watch Center, and more, and will coordinate a range of initiatives and resources during steady-state and times of disasters that help save lives.

Duties:
  • Provide management and oversight of the day-to-day operations of multiple OEM sections. Incumbent will be responsible for ensuring that sections’ activities promote the agency strategy and priorities.
  • Directly supervise multiple Section Chiefs where the incumbent will be responsible for setting the goals/objectives/priorities of those sections and linking activities across sections to ensure cross-communication and collaboration.
  • Manage multiple sections’ daily and emergency activation policies, develop and set objectives, policies, procedures, checklists, and contingency plans for relevant sections.
  • Be ready, willing, and able to learn and understand all of OEM’s program areas, guide their activity, and brief OEM and DHSES executives on progress of key initiatives.
  • Serve as SOEM Duty Officer on rotating basis, during business hours and off hours.
  • As Duty Officer, prioritize all requests, reports, donations, and offers received by or initiated by the agency. Under the direction of the OEM Director or designee, activate the NYS Emergency Operations Center (NYSEOC) to the appropriate readiness level and deploy DHSES HQ and Regional response staff from OFPC, OIEC, OCT and OEM, Logistics /Stockpiles.
  • Pursue credentialing for and serve as NYS EOC Manager during activations of the EOC.
  • Coordinate, develop and implement strategic, operational, and tactical plans and response actions with state/federal and local agency executives and responders.
  • Manage functions, support NYS EOC when activated and be operationally ready for any event that may require state support 24/7/365.
  • In coordination with OEM executive staff, the incumbent is responsible for strategic and independent decision making in critical situations and managing staff to ensure steady-state and emergency situations are addressed.
  • Monitor, analyze and manage reports and develop briefing books to brief various OEM sections, DHSES and OEM Executives, Field Staff, State Leadership, and agency executives/liaisons/decision-makers.
  • Serving as part of the OEM executive staff, coordinate and manage the state’s response to incidents in conjunction with DHSES Executive Staff and the Governor’s Staff.
  • Responsible for the development, request for funding, implementation, and evaluation of multiple sections’ budgets as well as potential or ongoing grant initiatives.
  • Manage and direct exercise design, development, implementation written material, presentations, briefing memos and after-action reports for various events and initiatives for to DHSES Executive Staff and Governor’s staff.
  • Serve as a representative of OEM executive staff and DHSES executive staff at conferences, external meetings, trainings, presentations, and/or field response
  • Assess, review, and provide recommendations on legislation and policy documents, including determinations for the impact and requirements on the agency (ex. NYS Intrastate Mutual Aid Agreement, NYS CEMP, Article 2-B).
  • Manage policy, plans, procedures, and training for New York State Agency Representatives, as well as vendors and local and federal partners that may provide resources to NYS.
  • Serve as Lead Project Manager on strategic initiatives developed by and involving multiple OEM sections, which may apply to any and all levels of government and be implemented as needed.
  • Facilitate meetings, seminars, and workshops for governmental and non-governmental officials and members of the public.
  • Serve as member and/or chair on various state and federal committees adopting policy on issues ranging from technological gaps/security, animal rescue/sheltering, acts of terrorism and natural and/or human-caused hazards.
  • Develop and/or oversee the development of statistical reports, graphics and other supportive materials for dissemination to internal and external audiences, which may be published in multiple professional sources such as the Disaster Preparedness Commission Report.
  • Coordinate, recommend, and oversee all technology and communications initiatives for relevant sections, which includes operational support, repair, upgrade, and maintenance of technology infrastructure.
  • Support the development of the State’s multi-year planning, training and exercise plan including but not limited to identifying and evolving emergency management training and exercise goals and programs to federal, state, and local officials and agency staff including State Emergency Operations Center Course, SEOC Planning Section Course, the SEOC Logistics Section Course, SEOC Operations, SEOC Command, Field Deployable courses, etc.
  • Perform the full range of supervisory responsibilities.
  • Perform other duties and special projects as required.
  • Travel may be required (approximately 60%), including during evening and weekends, depending on mission and assignment.
  • Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
