General Job Description
The Fire Rescue Management Analyst will be responsible for Horry County Fire Rescue’s personnel related programs, assist as delegated by Horry County Human Resource Department on functions specific to Fire Rescue, and will be responsible for the coordination and communication with Horry County Human Resources. As it pertains to the administrative management analyst functions, the intention of this position is to facilitate the communication and cooperation between Fire Rescue and Horry County Human Resources Department. This position shall not maintain authority over human resource matters and shall only perform such duties as directed and/or delegated by Horry County Human Resources Department and/or the Fire Chief.
Duties for this Position
Assist with the coordination and human resources management requirements at Fire Rescue as directed by Horry County.
Oversees the payroll data function for Fire Rescue, on behalf of Horry County Government, providing training and guidance to Fire Rescue staff relating to time and attendance.
Prepares and/or coordinates with management and the Human Resources Department the preparation of job announcements, advertisements and recruitment materials for Fire Rescue senior staff.
Coordinates efforts with Horry County Human Resources Department, when requested.
Assists Fire Rescue managers and supervisors in the preparation and processing of employee evaluations.
Distribute employee communications as directed by County personnel.
Maintain all personnel records for Fire Rescue in concert with County Human Resource requirements.
Coordinate the processing and input for new employees and modification of existing employees’ records.
Coordinates the development and revision of job descriptions as required.
Assist Fire Rescue with all recruitment, interviewing, and scheduling.
Assist with the coordination and facilitation of an employee recognition program.
Performs other duties as required.
Studies actual and potential problems and develops appropriate solutions. Acquires and disseminates information concerning work methods and procedures, organization, work controls and similar management functions.
Supervises and evaluates conduct of fact-finding interviews and operational observations; consults with and explains to management recommendations made for changes in work operations and other key actions proposed.
Prepares drafts of rules and regulations pertinent to the particular area assigned. Prepares a variety of written documents including study plans, special and regular reports, systems and organizational analyses and work flow charts. Prepares reports for use in determining departmental performance and resource utilization as part of the budgeting and evaluation process
Ensures staffing is adequate to meet mandates; coordinates with Bureau of Human Resources on personnel and training related issues.
Oversees work of personnel under charge in provision of services and programs; ensures implementation and adherence to effective disciplinary, safety, security and custodial measures.
Works with Assistant Chief of Professional Development in interviews, disciplinary actions and investigations as necessary.
Position Minimum Requirements
Completion of a 4-year degree, preferred
Minimum of 4-years of human resources and/or payroll experience.
Effective communication skills both verbal and written, with demonstrated customer services skills
Strong organizational and time management abilities including the ability to adapt and change existing priorities.
Team oriented with a history of being a self-starter and the ability to work with minimal supervision.
Ability to work in a fast- paced environment.
Maintain confidentiality of any and all proprietary information as required by the County.
Proficient with Microsoft Word, Excel, PowerPoint as well as County payroll system.
Candidate must pass a background check without indication of possible aviation security risk as required by the transportation security administration, valid SC motor vehicle operator’s license, and meet pre-employment drug screening requirements
