POSITION DESCRIPTION:
Trades Specialist (Locksmith): non-competitive; characterized by the full-time performance of all repair, maintenance, installation, and record-keeping activities concerning locking mechanisms at a State facility. In this capacity, incumbents use a variety of small hand and bench tools to repair and install locks, set lock cylinders, change lock combinations, manufacture parts of lock mechanisms, and open jammed locks. Also characteristic of this class are activities concerned with estimating materials needed, and establishing and maintaining extensive lock and key record systems. A Trades Specialist (Locksmith) periodically performs maintenance tasks to assist other skilled tradespersons on the maintenance team.
The Trades Specialist (Locksmith) classification is based on responsibility for installing and maintaining an entire facility's lock and key system, and there should be only one such position classified at a facility. In the largest facilities where the work load exceeds the capacity of a single employee, a Trades Specialist (Locksmith) may supervise others in this work including semiskilled and unskilled workers.
Daily travel within the district is required and may require travel within NY State to assist other districts with special projects.
PRIMARY DUTIES AND RESPONSIBILITIES:
-Utilizes hand tools to remove locking mechanisms from doors, gates, cabinets, and other hardware items.
-Repairs broken and/or defective locks.
-Eliminates debris or defective parts of locks that would prevent the lock from functioning properly.
-Creates springs, tumblers, and/or levers as necessary to fit specific locks.
-Manufactures keys when deemed appropriate to do so.
-Maintains locks by routinely disassembling and cleaning them.
-Utilizes computation for lock combinations to prevent duplicate combinations from occurring.
-Keeps spare keys in a secure area.
-Estimates the materials required for lock and key production and maintenance.
-Installs door frames and window frames as needed for locking systems.
-Records/keeps the placement of locks, lock combinations, and total number of keys for each lock.
-Logs information pertaining to whom has access to all issued keys.
PREFERRED REQUIREMENTS:
· Working knowledge of the methods, materials, tools, and equipment used in the trade or trades to which assigned.
· Working knowledge of safety standards and procedures.
· Ability to understand and carry out written and oral instructions.
· Work schedule may vary based on operational need.
· Will be required to train and supervise others.
· Candidate will be trained in the operation and maintenance procedures as related to Asbestos Containing Materials.
· Will be required to plan and lay out work, develop time and material lists for projects assigned.
· Basic computer skills preferred.
· Valid NYS driver’s License. When required to operate motor vehicles, candidates must possess a valid New York State driver's license appropriate for the type of vehicle to be operated.
MINIMUM QUALIFICATIONS:
Non-competitive: four years of full-time experience in locksmithing under a skilled trades person which would provide training equivalent to that given in a training,
apprenticeship, or equivalent program; or an equivalent combination of experience and training gained by completion of technical courses in locksmithing at
a school, institute, or branch of the Armed Services.
