Position Summary:

The District Manager, reporting to the Director of Operations and Maintenance, is responsible for planning, organizing, and managing oversight of activities associated with the operation, maintenance, commissioning, and testing of substation station equipment and transmission lines to ensure reliability and availability of the bulk electric system. This position is accountable for enlisting, coordinating, and providing technical and administrative support for district activities necessary to accomplish construction, commissioning, maintenance, field operations, and service restoration requirements, all while promoting safe work practices.

Responsibilities:

  • Emergency operations initial response and plans for 24/7 Switching and System Restoration
  • Outage scheduling and coordination with outside entities
  • Manage maintenance and assigned capital projects, including associated budgets, and schedules, by following corporate governance guidelines
  • Supervision and oversight of:
    • Transmission line ROW inspection / vegetation management
    • Maintenance, inspection, and testing of substation/switchyard systems and equipment including protection & control, SCADA, telecommunications, and physical security
  • Review and Approve commissioning documents for new or modified equipment including field verifications
  • Maintain safe equipment, adhere to industry standards, and promptly addressing any safety concerns
  • Identify opportunities for system reliability improvements, upgrade of facilities, and enhanced maintenance methods
  • Regulatory Reporting for TADS, MIDAS, FAC-003, PRC-027, Texas grid weatherization programs
  • Record Retention, Document Control, Storm Hardening, and Transmission Line Safety Programs
  • Acts as the local point of contact for landowners, local officials, and stakeholders

Working Conditions:

  • Works in outdoor and office conditions
  • Must have the physical ability to perform tasks in inclement weather and be available for off hours support and work during emergencies.
  • Must support field operations, and may be "On Call" as a first responder for Station Alarms, Trips, Outages, Power System Switching, and Restoration of bulk electric system

Required Skills:

  • The ability to identify safe and unsafe work practices
  • Excellent organizational and communication skills (both oral and written)
    • Bi-lingual English & Spanish preferred
  • Experienced in developing talent and building high performance teams
  • Methodical and Systematic approach to managing resources
  • Trained in the use of risk assessment and condition assessment methods
  • Experienced and proficient with troubleshooting and root cause analysis
  • The successful individual will be a mature self-starter, service-oriented, professional in conduct, attitude, and appearance
  • A valid Texas driver's license and a good driving record

Required Experience:

  • Minimum 10 years of experience in electric utility maintenance and field operations
  • Demonstrable experience with HV switching, system restoration, troubleshooting, equipment maintenance and testing practices
  • Working knowledge of industry Safe Work Practices (e.g. OSHA 1910.269)
  • Ability to manage and direct contractors and consultants
  • Minimum 2 years of experience in a Lead or Supervisory role
  • Education - BS degree or equivalent technical experience:
    • Bachelor's degree in engineering or engineering technology, or
    • Has completed apprenticeship or certificate program that includes electrical safety practices, work on energized component, electrical testing, building codes and construction methods, and electrical equipment repair. Minimum 8000 hours on the job training.
