HX5 is currently recruiting for a Program Manager to join the team at Peterson Space Force Base, in Colorado Springs, Colorado.
Essential Duties and Responsibilities:
- Apply comprehensive knowledge of principles, policies and practices of systems acquisition and program management, as defined in DoDI 5000.02 and 5000.75, as well as knowledge of roles and relationships within the DoD and the Air Force.
- Supporting government-led acquisition and program management efforts for ongoing and future sustainment, modification and capability upgrade efforts across the Strategic Warning and Surveillance Systems Directorate’s BPP Upgraded Early Warning Radar Division.
- Advise and assist the Government Program Manager on all business aspects of projects to include requirements definition, budget formulation, cost estimates, contract strategy formulation, contract schedule management, contractor progress, contract risk management, earned value status, and future budget requirements.
- Supporting implementation and execution of Agile concepts and processes both hardware and software related in concert with Government and Prime contractors.
- Support activities to assist the program manager in assessing what programs are within schedule and cost baselines.
- Analyze overall program health against cost and schedule baselines and advise managers on options to maintain cost, schedule and performance objectives.
- Recommend viable solutions to problems and the pursuit of alternative courses of action.
- Communicate effectively both verbally and in written communications.
- Provide quality acquisition and program documentation (briefings, documents, plans, etc).
- Develop and implement innovative solutions to expedite execution of contract actions that provide products and services to customers, consistent with statutory requirements and risks.
- Provide project management oversight of efforts, tasks, studies, and engineering recommendations of the prime contractor to meet contractual requirements.
- As needed, prepare technical, programmatic, and management recommendations that identify effective solutions to meet project requirements.
- Apply knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs.
- Provide acquisition support to project and program managers, to include reviewing and assessing project/program performance, reviewing delivered contract data items, and preparing factual, clear, concise, complete and appropriately coordinated written communications.
- Support and develop acquisition reports, including statutory and regulatory reports (i.e. DAES, MAR, etc.).
- Manage reviews, updates, and recommended changes to the prime contractors Integrated Master Plan (IMP) and Integrated Management Schedule (IMS).
- Participate in Joint Baseline Reviews and follow-up program reviews with prime contractor.
- Support Program Management Reviews, senior-level meeting/reviews and stakeholder meetings.
- Ability to coordinate staff packages.
- Support activities in studying, dissecting, and coordinating internal and external taskers from cradle-to-grave.
- Support and develop various briefings/schedules of program status and acquisition tasks for senior management.
- Program/project management experience that involves budgetary, technical, and operational responsibilities.
- Ability to effectively support project-level activity and senior management interfaces.
- Experience in assessing and composing contractual documentation.
- Proficient written and oral communication skills.
- Possesses the advanced knowledge, experience, and recognized ability to be considered an expert in Air Force acquisitions.
- Possess the ability to perform tasks and oversee the efforts of junior and mid-level personnel within the technical/professional discipline.
Salary: The salary range for this position is $70,000 to $104,000.
Education and Experience:
Must have one of the following combinations of education and experience:
- Bachelor’s degree in a related field, and four (4) years of program management experience, and four (4) years of DOD acquisition and program management experience
Position Type/Expected Hours of Work:
This is a full-time position requiring 40 hours per week and offers a flexible work schedule Monday through Friday during core business hours. This position does offer a hybrid work environment with 50% in the office and 50% remote for current Colorado residents only. This is subject to change per department discretion
Other Position Requirements:
- Proof of U.S. Citizenship or US Permanent Residency is a requirement for this position.
- Must be able to complete a U.S. government background investigation.
- Must be able to obtain a Secret clearance.
- Must be able to travel, including air travel.
