Your Role and Responsibilities
You will serve as human resources subject matter expert and training lead within IBM Federal Talent Acquisition Offering (TAO) for services delivered through the federal talent acquisition team to the Department of Commerce for competitive and excepted service. You will provide expert direction for problem definition, analysis, requirements development, and implementation of talent operations processes and technologies.
  • Advising on the design, development, and implementation of recommendations.
  • Works with the client and contractor team to drive leading talent practices, innovation, continuous process improvement, training, and delivery of quality work products around classification, staffing, placement, recruitment, on boarding and accountability and assessment.
  • Performs work in a team environment with an assigned area of responsibility and oversees the work of junior staff:
  • Act as a consultant on program activities and objectives, priorities, identification of needs, resolution of problem areas, and other matters to support the design and implementation of TAO offerings.
  • Provide expert direction for problem definition, analysis, requirements development, and implementation of talent operations processes and technologies. Providing for and advising on the design, development, and implementation of the recommendations.
  • Works with client and contractor team to drive leading talent practices, innovation, continuous improvement, quality of work products and compliance with the operational processes and new hire onboarding.
  • Research regulations/directives and resolves complex and/or controversial issues regarding staffing operations, assessment and accountability; uses independent judgment to make sound decisions that affect HR programs.
  • Makes recommendations which typically include revision or discontinuance of program elements, and revision or development of new operating policies and procedures. Conducts studies to evaluate customer human resource operations, investigate operating deficiencies and/or to revise traditional civilian personnel policies and practices to accommodate changes needed in the customer environment.
  • Drives process improvements innovation and compliance into the operational processes.
  • Performs work in and leads a team responsible for onboarding, training, and assessment and accountability in an operational environment.
  • Makes assignments to team members with deadlines and time frames for completion while balancing workload among employees in accordance with skill levels.
  • Performs quality assurance activities to ensure accuracy, completeness and compliance of work performed.
  • Develops and delivers training to others through formal or informal methods; identifies training needs; provides advice and coaching on work methods, best practices, and procedures.
  • Responds to complaints and inquiries in each of the areas in the operations environment from various stakeholders and the complaints may be related to classification, staffing, recruitment, training, and/or on boarding.


Required Technical and Professional Expertise
  • At least of 10 years of experience with or in:
    • Federal human resource assessment and accountability program and providing training in the areas of federal classification and staffing for specialists and assistants.
    • Filling a variety of positions by performing two or more of the following functions: performing job analyses, inputting, or creating vacancy announcements, making eligibility determinations, and making Veteran Preference determinations.
    • Preparing or reviewing a wide variety of personnel actions for Federal civil service employees such as accessions, promotions, reassignments, awards, etc. and ensuring accuracy of information and compliance with applicable regulations and guidelines.
    • Performing quality control or quality assurance activities on various HR documents and processes to ensure accuracy, completeness, and compliance with applicable regulations. (i.e. Merit Promotion/Delegated Examining announcements, SF- 50s, hiring certificates, qualifications, etc.
    • Performing operational analysis, and advisory services on recruitment and placement actions that require identification and analysis of management staffing problems and resolutions from a total personnel management viewpoint.
    • Current DEU Certification or ability to pass DEU certification/recertification within 2 weeks of starting.
    • Proficiency in the use of the Microsoft Office Suite (e.g., Word, Excel, PowerPoint) and technology-based collaboration tools (e.g., WebEx, SLACK, MS Teams, SharePoint, Box).
    • Must be able to express information to individuals or groups effectively by speech and written form in a clear, concise, organized, and convincing manner; makes clear and convincing oral presentations; listens effectively; clarifies information as needed.
    • Ability to assign work and ensure completion of work is compliant; influence, motivate, and challenge others; able to adapt leadership style to a variety of situations.
    • Ability to obtain a public trust
