Our Public Sector Group (PSG) is growing, and we are looking for a talented, highly motivated Pro gram Manager to join our ICF's Digital Modernization Division . Y ou will be responsible for helping government clients plan, manage and execute their most complex digital transformation pr ograms . You will lead cross functional teams to define project requirements, drive efforts to scope and scale project delivery, build strong relationships with clients, report on accurate project financials, develop and manage resource needs.

The Food and Drug Administration (FDA) has mult i- faceted responsibilities - protect the public health by regulating medical and veterinary products, food, cosmetics, and tobacco products, speed innovations that make products more effective and safer. T his candidate will fill a leadership position in helping the FDA develop and deliver a data and analytics strategy encompassing data for all uses and the analysis of data from clinical trials or observations from field inspections.

Responsibilities:
- Provide oversight of complex business, technology, operations and analytical agile team s responsible for the delivery of a complex government modernization program.
- Grasp multiple mission and business strategies and develop trusted partnerships with cross functional teams to drive successful program execution.
- Manage a fast-paced data modernization program using agile and iterative solution delivery methodologies.
- Exercises broadly delegated authority for planning, directing, coordinating, administrating and executing multiple routine and complex program requirements.
- Partner with analysts, data engineers & scientists, technologists, and our clients to identify, develop and distill complex concepts and content into digestible information that stakeholders can understand and action.
- Develop, implement, refine and drive effective agile processes and ceremonies , set up and ensure cadence for periodic reviews with different stakeholders, l ead complex program level discussions related to scope, cost, financials and quality.
- Provide thought leadership to develop a pro gram management approach suitable for the specific initiative
- Coach team members to optimize performance and ensure professional growth
- Communicate effectively with a wide variety of technical and non-technical audiences.?
- Develop a strong understanding of client mission, organization, and technology landscape to better understand how ICF can most effectively identify and address enterprise needs.

What you must have: ?
- Bachelor's degree (or higher); Bachelor's degree from an accredited institution or program.?
- Project Management Institute (PMI) Project Manager Professional Certified (PMP)? .
- Minimum of 10 years of custom technical solution delivery in a similar role in a federal government environment, specifically the Department of Health and Human Services.
- Strong understanding of advanced data analytics, data integration and use of emerging technologies such as AI, ML and /or data platforms like Snowflake, Databricks and/or AWS data platform tools.
- Ability to build strong relationships with IT, Program, and Research leadership.
- Experience leading large multidisciplinary programs for clients in a highly regulated environment (e.g., Government, Healthcare and Finance).
- Demonstrated ability to manage client expectations on program needs and deliverables.
- Proven track record of working with data and analytics program management processes.
- Strong and consistent program management skills with the ability to work and track progress from multiple work streams simultaneously. ?
- Coaching mentality, highly collaborative and a growth mindset
- Excellent communication skills, both written and verbal
- Ability to influence and achieve results through effective negotiation and problem solving.
- US Citizenship or Green Card. Employment must be compliant with eligibility for Public Trust due to Government Contract requirements. ?
