ICF seeks a Training and Technical Assistance Specialist to support training and technical assistance (TA) activities for CDC’s Division of Overdose Prevention and other clients. At a minimum, this includes TA to support the implementation and evaluation of harm reduction and treatment programs related to the abuse/misuse of opioids, prevention drugs, and other substances. The focus of this work is on increasing community capacity to support the implementation of identified prevention and surveillance strategies in an effort to accelerate response to the overdose epidemic.
Key responsibilities:
In this role, you will join a diverse, innovative, and exceptional multi-disciplinary team to design, coordinate, deliver, and support TA services. This includes providing one-on-one support to program project officers and grantees; developing resources and tools to support grantee implementation of program components; designing and delivering technical assistance and training activities; managing website content and activities. The position requires exceptional organizational and communication skills, innovative and solution-oriented thinking, and frequent, quality collaboration with project team members.
Successful candidates should be eager to support the creation of trauma-informed, innovative TA solutions. Ideal candidate is creative and flexible- candidates will create resources in multiple formats and technologies. In addition, the candidate should be able to effectively communicate both orally and in writing with their ICF colleagues, clients, subcontractors, recipients, and their constituents. Candidates should have a background in training and technical assistance, behavioral health, adult learning principles, and capacity building. Ideal candidates will have a solid grounding in public and behavioral health, with experience in opioids, overdose, substance use, harm reduction. Lived or living experience in any of these related areas is welcome but not required.
What you’ll be doing
Primary responsibilities for this position will involve performing assignments related to a training and technical assistance project, under the direction of senior management.
- Provide overdose and opioid addiction subject matter expertise and experience supporting large research/evaluation or training and technical assistance projects.
- Work closely with funded recipients to identify/assess their needs and provide recommendations for future TA.
- Contribute to website content development and support
- Contribute to literature reviews
- Support development of resource libraries, including conducting environmental scans
- Design, coordinate, deliver and support TA activities, including one-on-one TA and small and large group training to support program implementation and evaluation
- Support the development of written products such as reports, briefs, manuals, and peer reviewed journal articles, and make presentations to various audiences
- Contribute to the evaluation of TA activities
- Oversee subject matter experts’ execution of training and technical assistance tasks – including coordinating logistics, such as hosting, planning, scheduling virtual events.
- Ensure quality control and adherence to timelines and oversee production of high-quality deliverables, and maintain rigorous and ethical research standards
- Support the development and preparation of contracts and grant proposals to secure new business in Behavioral Health and Public Health arenas
Mandatory Requirements
- Bachelor’s degree in public health, public policy, behavioral/social sciences, or related field.

At least 2 years of experience with:
- designing, coordinating, delivering, and supporting training and technical assistance
- behavioral health issues including overdose surveillance and prevention interventions.
- applying instructional design and adult learning principles to design and develop TTA.
- ability to think analytically; define and thoroughly document tasks; conceptualize, plan, and complete project work efficiently and with exceptional quality.
Desired Requirements
- Knowledge of and experience applying TA approaches and best practices in the field of overdose prevention and surveillance.
- Experience working across a wide variety of Federal government stakeholders
- Experience with government programs, particularly in a consulting environment.
- Understanding of state, territory, tribal, or local public health organizations.
- Experience working with disproportionately impacted communities
- Experience with quantitative and qualitative evaluation methods.
- Experience with qualitative analysis based on document review –data abstraction, coding, management, and synthesis.
- Proficiency with Microsoft Office software (i.e., Word, Excel, PowerPoint, Teams, and/or Access) is essential in this fast-paced client-oriented environment.
- Strong interpersonal skills, including the ability to work well with others and the ability to work independently and as a team member.
- Excellent oral and written communication skills and technical writing skills.

- Expertise in independently developing written products such as contract reports, guidance documents, electronic resources related to public health prevention, and other presentations is required.
- Willingness to listen to and engage with grantees, colleagues, clients, subject matter experts, and others to identify issues, apply lessons learned, and problem solve.
