Security Clearance
- Applicant must be eligible to hold an active Department of Defense (DoD) SECRET personnel security clearance.
General Tasking Description:
- The Contractor shall be familiar with DoD and Navy policies that relate to defense acquisition and be able to employ the latest guidance to execute tasking in accordance with these policies.
- Fulfill roles required of the SUBMEPP Representative for the Material Staff of Commander Submarine Force, US Atlantic Fleet as assigned to Submarine Type Desk Officer (N43).
- Develop long range plans and execution techniques for the implementation of the submarine extended operating cycle (SEOC) program at COMSUBLANT.
- Possess knowledge of the engineering principles and theories related to submarine design maintenance overhaul and or construction.
- Be able to understand and interpret directives instructions plans standards and procedures involving material and methods regarding submarine maintenance and construction
- Responsible for management of the Engineering Submarine Extended Operating Cycle (ESEOC) baseline work packages and cost estimating to ensure all planned maintenance catalog items are incorporated and review the cost estimating standard for accurate and comparable estimates.
- Coordinate with the force maintenance officer enforce auxiliary material officer for the upgrade / modernization of force SSBN / SSN floating dry docks support craft and unique ERP and SRA service craft.
- Maintain proper interface with NAVSEA, TYCOM’s, Shipyards and Supervisor of Shipbuilding as they apply to each specific project. Resolve problems resulting from such matters as changes in program requirements, work authorization limits and seemingly conflicting requirements from program sponsors.
- 3-7 years program management, Government technical management, or Industry business management, with 3 years in DoD/DoN program, contracts, or acquisition management.
- DoD/DoN procedures and Policies (DoD 5000 process); DoD/DoN contracting; experience communicating with SES/Flag level personnel.
- DoD/DoN procedures and Policies (DoD 5000 process); DoD/DoN contracting; experience communicating with SES/Flag level personnel; Foreign Military Sales; development of DoN acquisition document (e.g., Acquisition Strategy, Acquisition Program Baseline); ship building experience desired.
- Bachelor’s Degree in Engineering or Business Management Discipline.
- Master’s Degree in Engineering or Business Management Discipline Preferred.
- Experience my substitute degree requirements.
- Project Management Professional (PMP) for three years Preferred.
