The Grants Manager will play a crucial role in managing and administering grants to support the expansion of broadband infrastructure and access in the selected state.

IEM is looking for Full Time- Grants Managers to support IEMs State's Broadband Program funded by BEAD and other state and federal funds. The Grants Manager will play a crucial role in managing and administering grants to support the expansion of broadband infrastructure and access in the selected state.
Primary Location:
- Several possible states in which work will occur are Ohio, Oregon and Illinois however, more states may be added.
- To start up the project this will be a Remote and In Office role making it a Hybrid work schedule. In office days will be based on business needs and could range between 1 – 5 days a week.
- All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.
- This position may require travel to complete work assignments or attend meetings.
- Develop and implement grant programs and initiatives to support broadband expansion in the state.
- Supervise a team of Grants Specialists
- Manage the full grant lifecycle, including grant application review, awarding, monitoring, and reporting.
- Coordinate with stakeholders, including government agencies, service providers, and community organizations, to ensure effective grant implementation.
- Monitor grant compliance with federal regulations and reporting requirements.
- Provide technical assistance and support to grant recipients to ensure successful project implementation.
- Evaluate grant outcomes and impact on broadband accessibility and adoption in the state.
- Prepare and present reports to state leadership and federal agencies on grant program performance.
- Stay informed about federal funding guidelines and requirements related to BEAD and other state and federal funds.
- Collaborate with internal teams to align grant activities with broader broadband program goals.
- Continuously seek opportunities for funding and partnership to enhance the state's broadband program.
- Site visit verification for quality assurance and inspection of programs
- Other functions may be assigned based on the changing project environment.
- Familiarity with broadband technology, infrastructure, and policy issues is a plus.
- Bachelor's degree in a relevant field, such as Public Administration, Business, or Communications OR 9 years of relevant experience in lieu of a degree.
- Five (5) years of experience in grants management, preferably in a government or non-profit setting.
- Experience in supervising and working with a grants management team
- Knowledge of federal grant regulations and reporting requirements, especially related to broadband consulting and/or broadband grant programs at the state or federal level.
- Strong project management skills with the ability to manage multiple grants simultaneously.
- Excellent communication and interpersonal skills to collaborate with diverse stakeholders.
- Detail-oriented and organized with a focus on compliance and reporting accuracy.
- Ability to work independently and as part of a team in a fast-paced environment.
