About the Position
This position provides technical assistance, guidance, and compliance assurance for the Illinois Office of Broadband and its grantees. This work includes meeting external requirements related to the Business Enterprise Program (BEP), the Illinois Works Program Act (Illinois Works), the Prevailing Wage Act, and other state and federal requirements associated with the administration of capital grants - including but not limited to those requirements set forth and/or related to the American Rescue Plan Act and Infrastructure Investment and Jobs Act. The ideal candidate will be able to take on these tasks efficiently and effectively, completing work and processing reviews in a timely manner. The Illinois Office of Broadband is building capacity to administer over $1.7 billion in state-driven broadband and digital equity grants. This dynamic environment provides a steady workload and is a key aspect of the grant project reviews for the office of Broadband programs. Job Responsibilities
1. Implements program policy and performs effective management of the statewide grants for the Broadband Development Program.
2. Provides guidance and support for grant management staff.
3. Provides technical assistance to grant program applicants, prospective applicants, and grantees.
4. Performs application reviews.
5. Assists grantees with the execution of grant agreements.
6. Completes specialized programmatic and required reports.
7. Performs program site reviews and monitoring of grantees.
8. Participates in continuing education opportunities.
9. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
2. Requires two years of responsible administrative experience in a public or business organization.
Specialized Skills:
1. Requires one-year professional experience in the administrative of federal and/or state grants.
2. Requires one-year professional experience in managing grants with external agency requirements, including, but not limited to, the Business Enterprise Program (BEP).
3. Requires one year of professional experience in evaluation of grant fiscal and performance reports, and completion of grant monitoring.
Preferred Qualifications
1. Prefer one year of professional experience in the administration of federal, state, or local grants.
2. Prefer one-year professional experience in evaluation of grant fiscal and performance reports, and completion of grant monitoring.
3. Prefer one year of professional experience in managing grants with external agency requirements including, but not limited to, the Business Enterprise Program (BEP).
4. Prefers intermediate level experience in the utilization of Microsoft Excel, Word, and Outlook in reporting and compliance metrics.
5. Prefers two years professional experience in grant tracking and reporting systems.
6. Prefers two years professional experience in developing and making public presentations and providing training or technical assistance to grantees.
7. Prefers two years professional experience in creating content, uploads, and database management in Sharepoint or other databases.
Conditions of Employment
1. Require ability to travel in the performance of duties, with overnight stays as appropriate.
2. Requires appropriate, valid driver's license.
3. Requires the ability to pass a background check.
