Position Statement: The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is seeking a compliance officer for the Preparedness and Grants Division. This position executes federal preparedness grant compliance programs, including sub-recipient monitoring of federal preparedness funds distributed by the agency. This position also tracks sub-recipient expenditures, prepares programmatic desk reviews, as well as prepares reports and provides policy recommendations for preparedness grant compliance. Job Responsibilities
1. Executes federal preparedness grant compliance program, including sub-recipient monitoring of federal preparedness funds distributed by the agency:
• Tracks sub-recipient expenditures.
• Prepares sub-recipient programmatic desk reviews.
• Conducts on-site financial monitoring including reviewing grants, budgets, and invoices.
• Oversees on-site equipment monitoring including project implementation and validation.
• Conducts inventory tracking and mapping of deployable assets.
• Prepares reports and provides recommendations to sub-recipients and staff.
• Provides policy recommendations on grant compliance to the Grants and Policy Manager.
2. Collaborates with the agency's Finance Bureau for the implementation of financial functions for federal preparedness funds:
• Develops grant expenditure tracking spreadsheets based on annual federal preparedness funds award.
• Establishes obligations in the agency's accounting system.
• Enters federal preparedness fund payments into the agency's accounting systems.
• Reconciles expenditures with the U.S. Treasury.
• Prepares reports for federal reporting on preparedness fund disbursements.
• Communicates with staff on all grant expenditure and obligation issues.
• Liaisons with staff internally to prepare responses and gather information required for federal and state audits on behalf of the bureau.
3. Conducts the agency's National Incident Management System (NIMS) program for the tracking and compliance monitoring of sub-recipients of federal preparedness funds:
• Communicates federal and state NIMS compliance policy to state agencies and local jurisdictions.
• Interprets for state agencies and local jurisdictions NIMS implementation issues.
• Tracks and reports NIMS implementation submissions to federal and state entities.
• Collaborates with the agency's Information Technology Bureau to update monthly the Illinois NIMS website.
4. Performs other duties as assigned which are reasonably with the scope of duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
2. Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
Preferred Qualifications
1. Two (2) years of responsible administrative experience in a public administrative office.
2. Two (2) years of working knowledge of the Enterprise Resource Planning (ERP) or similar accounting software.
3. Two (2) years of working knowledge of State or Federal Grants.
4. One (1) year of professional experience working with the Grant Accountability and Transparency Act (GATA).
5. Two (2) years of professional experience reviewing financial reporting documents.
6. Three (3) years of professional experience with Microsoft programs (Excel, Word, OneDrive, Outlook).
Conditions of Employment
1. A criminal history check through the Illinois State Police.
2. Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
3. The ability to drive a state supplied vehicle as needed.
4. Ability to use agency supplied equipment (laptop, mobile phone, etc.).
