This position, under administrative direction, serves as the Web Developer for the agency. This individual develops, tests, and deploys complex content management solutions for the agency's public-facing website and performs regular maintenance to ensure agency websites are kept up to date with the latest security patches and feature upgrades. This person also reviews existing applications to evaluate the advantages of new software technology implementation and keeps abreast of new developments in the Information Technology field. The ideal candidate for this position will have the ability to work in a fast-paced environment, be highly organized, and be capable of multi-tasking to keep up with the demands of a busy and growing agency. ILETSB is conveniently located in Springfield with a satellite office in Chicago and free parking on-site at both locations. 1.) Under administrative direction, serves as the Web Developer for the agency.
• Serves in a complex information technology professional advisory capacity to Associate Director of Information Services, recommending solutions to IT-related issues.
• Provides high level technical assistance, interpretation, and modification of agency applications.
• Conducts investigative and analytical studies involving substantial technical research and systems analysis of complex application functions and operations to select approaches for the resolution of complex problems or improving the efficiency of existing applications.
• Provides programming support to maintain agency web-based applications.• Develops and implements complex technical information system applications.
• Reviews and analyzes ASP.NET MVC components (C#.NET, Visual Basic.NET, java script, HTML5/CSS) to gain a detailed understanding of the implementation of the underlying business functions.
• Identifies and isolates problems and documents problem definitions.
• Conducts feasibility studies to provide management with recommendations to improve the performance and efficiency of agency applications.
• Coordinates and participates in developing agency requirement documents, flow charts, and program specifications.
• Provides and coordinates advanced training and/or webinars when required.
• Maintains a high level of information security standards.
• Travels in performance of duties.
2.) Develops, tests, and deploys complex content management solutions for the agency's public-facing website using Umbraco CMS and ASP.NET MVC.
3.) Performs regular maintenance to ensure agency websites are kept up to date with the latest security patches and feature upgrades.
4.) Reviews existing applications to evaluate the advantages of new software technology implementation.
• Develops updated procedures and techniques to improve the effectiveness and information security of application systems.
5.) Keeps abreast of new developments in the Information Technology field.
• Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and maintain current on Information Technology products, vendors, techniques, and procedures applicable to unit activities.
• Attends demonstrations and exhibitions related to assigned operations.
6.) Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
1.) Requires knowledge, skill, and mental development equivalent to four (4) years of college with coursework in computer science or directly related fields.
2.) Requires three (3) years of professional experience in a related Information Technology field.
Requires two (2) years of prior work experience using the following technologies:
1.) Microsoft ASP.NET MVC
2.) Umbraco CMS
3.) Microsoft SQL
1.) Prefers extensive knowledge of Information Technology concepts and principles, the theories and functions of computer systems, and the principles and techniques of Information Technology documentation.
2.) Prefers two (2) years work experience using Microsoft ASP.NET MVC, C#.NET and Visual Basic.NET, Java Script, HTML5, and CSS.
3.) Prefers two (2) years work experience using Umbraco CMS.
4.) Prefers two (2) years work experience using Microsoft SQL.
5.) Prefers one (1) year of experience utilizing the methods, procedures, and techniques of conducting feasibility studies for system conversions and enhancements.
6.) Prefers one (1) year of experience participating in and profiting from continuing education, either in a formal or in-service training setting.
7.) Prefers one (1) year of experience in logically analyzing data and exercising sound judgement when defining for evaluation.
8.) Prefers one (1) year of experience in planning and recommending training requirements that are necessary for job performance.
9.) Prefers one (1) year of experience in professional oral and written communication, such as would be used to make technical informational presentations to others with simplicity and clarity.
1.) Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
2.) Requires ability to travel in the performance of duties, with overnight stays as appropriate.
3.) This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds. This job may require a good deal of walking or standing and involves sitting for long periods of time.
4.) Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other law enforcement/criminal justice related topics relevant to the job duties.
5.) Requires the ability to pass a background check.
