The Abraham Lincoln Presidential Library and Museum seeks an experienced facilities management professional to serve as Director of Facilities and Sustainability to maintain the campus that protects and serves our state's greatest treasures. This senior level position will oversee all aspects of the physical campus through a team of trades and laborers. The ideal candidate has a background in the trades or commercial construction, is proactive in providing solutions to problems and is excited about working towards a more sustainable campus. Job Responsibilities

1. Serves as Facilities Director, overseeing the agency campus which houses the state's invaluable artifacts and historical documents:

  • Directs the operations and management of programs that impact the physical infrastructure of the campus, including complex engineering and electrical systems.
  • Develops division goals and objectives and advises executive staff on agency-wide goals and objectives.
  • Serves authoritatively as a policy-formulating administrator in the planning, directing, and implementing of policies and procedures affecting the division and the agency's sustainability efforts. 
  • Directs the development and implementation of agency emergency plans related to continuity of physical operations and to ensure continuous performance of ALPLM's mission-critical processes, including the continuity of operations plan (COOP) and Disaster Preparedness and Emergency Response Plan.
  • Liaises with other state agencies and officials to coordinate programs and services to establish maximum effectiveness and efficiency.
  • Ensures staffing levels are adequate for campus monitoring and maintenance.
  • Proactively monitors all areas of the campus for issues, raises to appropriate parties when identified, and implements solutions.
  • Oversees and manages the work of contractors working on the physical infrastructure, division equipment, division-level software or other infrastructure services.
  • Prepares division budget and manages expenditures.
  • Works effectively, efficiently, and in collaboration with supervisors, co-workers, assigned committees, community partners and organizations, frontline community leaders, and the general public to create a safe and comfortable environment.

2. Serves as Agency Sustainability Director:

  • Directs the development and implementation of the agency sustainability, monitors plan progress, and reviews and amends the plan as appropriate and required. 
  • Leads agency efforts to reducing environmental impacts and towards meeting the state's goal of transitioning to 100% clean energy.
  • Serves authoritatively as policy-formulating administrator in the planning, directing, and implementing of policies and procedures affecting the agency's and state's sustainability efforts, including developing sustainability proposals for legislative action.
  • Evaluates proposals for sustainability projects, either through agency staff, other state agencies, or vendors, considering factors such as cost effectiveness, technical feasibility and integration with other initiatives, and provides recommendations to executive staff.
  • Manages projects as identified in the approved sustainability plan, coordinates work among agency divisions, provides feedback and status updates, and reports on completion of, or final outcomes, of sustainability goals to internal and external stakeholders.
  • Monitors and tracks sustainability indicators, such as energy usage, natural resource usage, waste generation, and recycling, and provides reports on identified indications.

3. Analyzes facility operations and maintenance needs, and develops and implements maintenance plans and schedules, ensuring all issues regarding the physical maintenance, engineering systems, and facility upkeep are addressed, and provides solutions on how to correct problems as they are identified:

  • Collaborates with staff within the division and throughout the agency to implement work plans and complete projects.
  • Coordinates with agency staff to direct functions related to general facility needs such as office moves, utilities, exhibit spaces, emergency services, and cleaning.
  • Directs and coordinates the design and management of physical services to meet strategic goals, including increasing sustainable practices and improving accessibility.
  • Communicates plans and schedules to division staff and enforces timelines.
  • Oversees the addition of agency physical assets to official records and the removal of surplus property.

4. Serves as a full-line supervisor:

  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Reassigns staff to meet day-to-day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Adjusts first level grievances.
  • Effectively recommends and imposes discipline up to and including discharge.
  • Prepares and signs performance evaluations.
  • Determines and recommends staffing needs.

5. Serves as agency liaison to Capital Development Board (CDB) and serves as onsite project manager for CDB projects:

  • Drafts annual capital plans for executive-level review and ensures accurate submission to CDB and the Governor's Office of Management and Budget (GOMB).
  • Represents the agency at CDB project meetings and represents the agency's interests including ensuring projects are completed correctly and on time.
  • Acts as onsite liaison for ALPLM to CDB staff, architects and developers through the project lifecycle.
  • Confers with agency staff on the construction and operational concerns during projects.

6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

 

  1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college
  2. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization, in the following areas: environmental science, maintenance services, commercial construction, engineering, electrical services, and/or plumbing services.                                                                                                                                                                                                                                                                                                                                                

Preferred Qualifications

1. Prefers advanced degree in environmental science, project management, facilities management, or engineering.
2. Prefers five (5) years of experience serving as a project manager for an organization with a budget over $10 million.
3. Prefers five (5) years of experience managing unionized staff.
4. Prefers five (5) years of experience maintaining relationships with outside vendors, managing purchases made with vendors, and tracking expenditures and invoices.
5. Prefers four (4) years of experience managing an organizations sustainability plan and related activities. 
6. Prefers three (3) years of experience preparing reports for supervisors.
7. Prefers three (3) years of experience working on HVAC systems.
8. Prefers three (3) years of experience in power plant operations and in firing high and/or low-pressure stationary boilers.
9. Ability to develop and maintain cooperative working relationships with coworkers, other agency personnel, and the general public.
10. Prefers strong interpersonal skills including the ability to collaborate with a team, resolve conflict and demonstrate patience and leadership in high pressure situations.

  2. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  3. Requires the ability to travel in the performance of duties and requires an appropriate, valid driver’s license.
  4. Requires the ability to keep and maintain an agency supplied cell phone at all times.
