Job Description
The IT Development Manager is responsible for managing the development and maintenance of information technology within an organization. Responsible for the operations and achievements of the Information Technology Software Solutions team. Ensure that the goals set down by top executives relative to an Information technology boundary, are achieved in the most cost efficient and effective manner.
Qualifications
Responsibilities:
• Provides supervision and guidance to the Development team structured by Business Analysts, System Analysts, Programmers, Testers and Security Analysts.
• Interfaces regularly with business unit managers to define project direction and system change priorities.
• Prepare periodic status reports, personnel reviews and other management reports as requested.
• Identifies needs and will allocate the appropriate resources to meet timely completion of specific project tasks.
• Create and maintain service level agreements (SLA) that support the allocation model, act as a liaison to project managers to assess completion of projects and participate in strategic and budget planning.
• Acts as the key liaison across all functional areas, including business units, information technology and outside vendors.
• Train and develop team member capability to improve skills and performance.
• Work with the IT Development AVP, to determine, track and manage IT budgets.
• Respond effectively to the day-to-day technical challenges, adhere and promote adoption and use of company standards and processes.
Requirements:
• Bachelor’s Degree in computer science or related field or related experience.
• Minimum of 8 years of professional level job; health insurance experience preferred, 3 years Supervisory experience.
• Skilled in the utilization of a structured project management methodology.
• Demonstrated track record for solution delivery and cost reduction.
• Assign and review design and development of computer applications programs.
• Ability to plan, direct, and review the activities of technical personnel involved in the design, development, and implementation of applications programs.
• Review complex applications programs developed by internal programmers or vendors to determine their efficiency in meeting needs of user departments.
• Provide regular technical reports, both verbal and statistical, showing status of ongoing projects.
• Ability to communicate technical concepts to technical and non-technical audiences.
