Overview
The Program Manager Maritime Surface and Underwater supports the Office of Secretary Defense, Special Capabilities Office (OSD/SCO) and its mission partners oversight and management of the SCO prototype development, fielding, operations, and transition activities across Maritime Surface and Underwater capability areas and OSD/SCO’s supporting SETA Staff.
Responsibilities
Responsible for overall project management, deliverables, financials, compliance, and stakeholder communication.
Lead and manage the project team & activities focused on rapidly initiating, developing, testing, fielding, and transitioning prototype capabilities to Mission Partners in the near-term (0-5 years).
Provide administrative and technical engineering services to support mission-related requirements to rapidly deliver game-changing strategic effects that deter and if necessary, defeat near-peer adversaries in all phases of conflict.
Responsible for full delivery of program including scheduling planning and monitoring, financial forecasts and budgets, resource allocation, risk management, contractual compliance and quality of services rendered; author Technical Direction Plan and Quality Control Plan.
Manage the full spectrum of project business operations in collaboration with corporate functional support, including finance, security, procurement, quality, contracts, and knowledge management in support of project cost, schedule, and performance milestones from inception through project close out.
Provide expertise and coordination to operationalize and transition prototypes rapidly from CONOPs and design development through initial fielding in a controlled and deliberate manner with engineering rigor; prepare and deliver formal briefings.
Qualifications
Required:
- 4 years relevant progressive experience with Bachelors in related field; 2 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 8 years relevant progressive experience.
- Progressive operational leadership experience, including four or more years of experience in managing multiple programs across the development cycle.
- Demonstrated experience working with senior DoD leadership, CCMD staff, and mission partners.
Preferred:
- Knowledge of non-kinetic Kill Chain Analysis methodology to enhance or develop new DoD capabilities in support of Combatant Command contingencies and operations.
