Overview
The Remediation Specialist provides independent support services as an environmental professional to support the overall program objectives of Civil Engineering Unit (CEU) Oakland. CEU Oakland provides environmental support for 56 shore facilities located in CA, OR and WA. These services include management and remediation of contaminated soils, sediments, and groundwater in compliance with associated laws and regulations, as well as compliance with stormwater, spill prevention, and waste management requirements. This position would provide support in managing and resolving environmental liabilities on USCG property.
Responsibilities
- Conduct site visits, review USCG reports, and coordinate with CEU, SILC, and other USCG staff to prioritize projects.
- Draft scopes of work in coordination with CEU environmental and contracting staff; support development of independent government estimates; support contracting and award with technical background as needed; participate in project kickoff and management under direction from Remediation Program Manager.
- Review contractor submittals for technical and legal sufficiency, and provide technical support in answering questions and resolving conflicts.
- Support consultation with regulatory agencies through meetings, phone calls, and written analysis.
- Collaborate with managers, other environmental specialists, construction project managers, legal staff, contract specialists and contractor personnel, and provide advice and insight on the resolution of unique and complex contaminated site cleanup problems and disputes.
- Design and manage special projects as assigned by the Branch Chief.
- Provide environmental compliance support for other projects as assigned.
- Regular verbal and written updates of project status will be a routine aspect of coordinating all assigned tasks.
- Review and comment on contracted work to include (but not be limited to) Preliminary Assessments, Remedial Investigations/Feasibility Studies, Risk Assessments, Decision Documents, Design Documents, Construction Reports, and Completion Reports.
Qualifications
Required:
- Minimum of a Bachelor’s degree in Environmental Engineering or Geology from an ABET accredited university, or a closely related degree.
- Minimum of 1 year experience in the environmental remediation/restoration field.
- Must have prior experience conducting environmental remediation work, and familiarity with the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the Resource Conservation and Recovery Act (RCRA).
