Job Description
The U.S. Department of Homeland Security (DHS), Office of Immigration Detention Oversight (OIDO), is a new and independent office established by Congress to a) assist individuals with complaints about the potential violation of immigration detention standards or misconduct by DHS or contract personnel; b) provide independent oversight of immigration detention facilities, to include conducting unannounced inspections and reviewing contract terms for immigration detention facilities and services; and c) serve as an independent office to review and resolve problems stemming from the same.
The Program Analyst will be responsible for:
• Reviewing agency policies and directives regarding oversight, and coordinating the analysis with managers and top-level officials
• Planning and participating in special studies with team members to provide advice and assistance to managers
• Develop and evaluate policies in assigned program areas
• Coordinate planning through briefings, presentations and conferences for high-level and executive management
• Negotiating effectively with management to accept and implement recommendations, where the proposals involve significant agency resources, and may require extensive changes in established procedures; and performing a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning.
Qualifications
- Must possess a bachelor’s degree and no less than five years’ experience.
In accordance with Chief Information Office requirements and provisions, any contractor employees accessing Department IT systems or processing DHS sensitive data via an IT system will require an Electronic Questionnaire for Investigation Processing (e-QIP) in the Office of Personnel Management (OPM) automated on-line system so as to be issued/provisioned a Personal Identity Verification (PIV) card.
English/Spanish Bilingual preferred
