JOB SUMMARY
Responsible for the employment function. Develops and administers programs to recruit, interview, and review qualifications of prospective employees. Ensures hiring policies and practices are legally compliant. Executes and coordinates hiring, orientation, and exit interviews. Performs payroll processing support duties. Supports employee relations function. Provides counsel and assistance to employees at all levels regarding policies and procedures. Administers the temporary staffing program.
PRINCIPAL DUTIES & RESPONSIBILITIES
- Develops talent acquisition strategies, including researching and recommending campus recruitment activities, external advertising, and social media recruiting techniques. Monitors, processes, and coordinates recruitment of all level positions for the corporate and regional offices. Coordinates with outsourced agencies as necessary. Sources, interviews, evaluates candidates for open positions, conducts reference checks and verifications. Makes recommendations on starting salaries. Administers the Job Opportunities Program including internal postings and on the website, responds to inquiries, and maintains files for unsolicited resumes. Updates and maintains the recruitment report. Administers the temporary staffing program, receiving and placing requests with appropriate agencies, ensuring the best cost for the best skill. Reviews resumes, coordinates with managers, and interviews applicants as necessary. Maintains database for temporary staffing and prepares monthly temporary staff utilization report.
- Processes payroll for defined Isuzu Companies, which includes processing time off requests, HR21 forms, and other payroll related documents. Inputs, audits, and transmits new hires, terminations, and payroll changes. Ensures payroll and 401k funding and produces necessary payroll reports. Answers payroll related questions from employees and resolves discrepancies. Responsible for payroll processing in the absence of the Payroll & Benefits Supervisor.
- Interprets company policy, and coaches and counsels employees as required to ensure clear communication and thorough understanding of the companys corrective action policy and procedures. Investigates problems, such as working conditions, disciplinary actions, unemployment insurance claims and appeals. Provides guidance and recommendations for problem resolution to departmental management. Develops and delivers communications (i.e., performance improvement memos, scholarship program, EAP, policies, and business objectives) to enhance employee relations and morale. Coordinates performance appraisal process. Communicates and advises supervisors and managers and ensures timely completion. Coordinates established sexual harassment training. Maintains schedules and ensures compliance.
- Responsible for new hire and termination processes. Conducts new hire orientations and exit interviews. Ensures completion of new hire and exit paperwork and disseminates appropriate information to Payroll, Benefits, and MIS. Performs staff system set-up and updates, provides badges, and sets up original employee file ensuring all components are accounted for. Produces HR and EEO reports and maintains HR files. Updates HRConnect with pertinent business documents.
- Responsible for assigned budget accounts and providing assistance during budget preparation.
- Performs miscellaneous job related duties as assigned.

EDUCATION, EXPERIENCE & TRAINING
- Bachelors degree or equivalent directly related work experience
- Minimum five years related and similar level experience
KNOWLEDGE
- Excellent knowledge of laws and regulations governing Human Resources
- Payroll knowledge preferred

- Strong PC skills in MS Office applications including Excel, Word, and PowerPoint
- Excellent written and verbal communication skills including the ability to deliver group presentations

PHYSICAL STANDARDS
The employee must be able to access, enter, and retrieve data using a computer. This is primarily a sedentary position in a controlled office environment which requires only occasional reaching, stooping, and lifting of office files, reports or records, typically weighing 5 lbs. or less.
