The Command & Control Team is responsible for designing, building and testing the software, hardware and networking systems that will be used to launch the next generation rocket (Space Launch System) for NASA. As part of the Command & Control Team, the Command & Control Project Management Office Senior Manager will be responsible for setting the direction, leading the team, and making success a reality.
Job Description: This position is responsible for management of the Command & Control (C&C) Project Management Office team within the Command & Control Systems Directorate This team is responsible for establishing and delivering the Project Management infrastructure required to enable the organization to delivery all of the systems supported by the Integrated Project Teams (IPTs). As the manager of this team you will establish standard processes to delivery project management capabilities, training capabilities, and organization budget and metrics.
- Specific areas of responsibility include, but are not limited to:
- Provide overall leadership and direction for Department
- Standardize project management processes
- Provide leadership to project managers supporting the C&C IPTs.
- Oversee the development, implementation and assessment of CMMI Level 3 compliant processes across the Directorate
- Oversee the development and implementation of metrics across the organization to enable monitoring and continuous improvement of Directorate processes
- Coordinate and oversee the budget development, submission, and variance analysis across the Directorate
- Coordinate and oversee continuous improvement activities across the Directorate
- Oversee/Manage the Knowledge Management activities across the Directorate
- Communicates TOSC policies and procedures; develops, coordinates, and implements policies and
procedures for areas of responsibility
- Communicates and administers quality, safety, and housekeeping standards
- Define, alter and re-emphasize department responsibilities as needed
- Resolve multi-department conflicts
- Identify and Prepares resource estimates and complies with budget limitations
- Manages resources effectively within budgetary and time constraints
- Assists Director and other managers with integrating, coordinating and partnering PPBE and Operating Plan input for GSDO with NASA and TOSC Business Offices, TOSC Directors, and NASA GSDO customers
- Lead, evaluate and mentor TOSC department personnel
Here’s What You’ll Need:
Bachelor's degree with ten or more years of experience in progressively challenging technical and leadership positions, including successfully leading projects and/or teams.
- Experience leading and implementing Continuous Improvement Initiatives is required, Lean Six Sigma Certification is highly desirable.
- Experience with Software project management methods is required.
- Experience with Budget planning and Financial management required.
- Expereince with NASA PPBE and Op Planning desirable.
- Project Management (PMP), Certified Scrum Master (CSM) or Certified Scaled Agile Framework (SAFe) certification highly desirable. -
- Requires demonstrated leadership skills as evidenced by prior managerial, supervisory or other leadership experience.
- Must be able to excel in a fast pace and evolving project.
- Experience interfacing with customers and Senior Management required.
- Demonstrated written and verbal presentation skills for delivery of technical subject matter to internal and external customers, and the management team.
- A successful department manager will be able to:

Essential Functions Physical Requirements - Position may involve extended periods of sitting or standing. -
Physical requirements are: sitting, walking, standing, extensive use of stairs, and access to remote structures. -
Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an
emergency.
Work Environment - Work will mainly be done inside, but fieldwork can be a combination of outside and inside
depending on the project. - Working at heights and in confined spaces may be required. - Walking on uneven
terrain including paved areas, gravel/rocks, and dirt/sand is required to access various locations on the facility. -
Climbing ladders and platforms will be necessary. - All work must be completed in a safe manner in accordance
with NASA and Company safety standards. Equipment and Machines - Computers and printers used for
producing reports and schedules. - Variety of equipment used in performing research.
Attendance - Full-time regular work hours between Monday-Friday. - Position may require occasional overtime
including weekend work depending on task. - Must be dependable and punctual. - Shift work maybe required.
Other Essential Functions - Must be able to accurately communicate ideas in writing and verbal
communication. - Must be able to travel to support position requirements. This may include travel to and from
customer location, which may involve airline travel. In some cases, accommodations can be made for POV, if
necessary. - Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard
to the employee or others. - Must comply with all “drug free workplace” requirements as mandated by directives
issued by the appropriate federal contracting officer and the company, which requires drug testing for use of
illegal drugs by employees in sensitive positions. - Government security clearance may be required in the future.
- Must maintain a positive work atmosphere by behaving and communicating in a manner that fosters good
relations with customers, clients, co-workers, and management.
