We have an exciting opportunity for an External Partnership Agreements Manager to join or team with the Engineering Division.
If selected, you will:
- Serve as the POC for items and services requested via Government Task Agreements (GTAs), Government Furnished Property (GFPs), and Space Act Agreements (SAAs)
- Interface with multiple programs and teams across JSC directorates and Engineering Divisions to understand requests and assist in the establishment and monitoring of all agreements including reporting commitments and agreements to management
- Help to define scope and associated cost, schedule, and resources requirements for given tasks. Develop cost estimates with clearly stated ground rules, assumptions, risks and basis of estimates
- Work with team leads to gather information on availability of requested hardware and/or skillsets and generate impact assessments as required
- Follow tasks and as scope matures/changes communicate cost impacts to management
- Work with budget analysts, task order managers, and team leads to establish clear financial tracking and reporting of all new agreements
- Monitor activities so as to identify challenges or potential risks in meeting existing GTA/GFP/SAA agreements
- Perform other duties as required

Requisition Qualifications:
This position has been posted at multiple levels. Depending on the candidate's experience, requirements, and business needs, we reserve the right to consider candidates at any level for which this position has been advertised.
- Typically requires a bachelor's degree in Engineering and a minimum of 2 - 5 years of experience in the field or in a related area
- Candidate must have excellent communication skills. Experience developing basis of estimates, cost, schedule, and risk proposals. Experience in Project Management
Requisition Preferences:
- Experience with Space Act Agreements and Government Task Agreements in the NASA environment

Essential Functions
Work Environment
Generally, an office environment, but can involve inside or outside work depending on task.
Physical Requirements
Work may involve sitting or standing for extended periods (90% of time). May require lifting and carrying up to 25 lbs. (5% of time).
Equipment and Machines
Standard office equipment (PC, telephone, printer, etc.).
Attendance
Regular attendance in accordance with established work schedule is critical. Ability to work outside normal schedule and adjust schedule to meet peak periods and surge requirements.
