The Proposal Engineering Manager oversees the proposal engineering team, ensuring that proposal activities align with customer needs, sales and marketing objectives, and company guidelines. This role involves creating initial budgets, preliminary Bills of Materials, and Work Statements, as well as supervising the proposal engineering group.
Essential Duties and Responsibilities include the following with other duties as assigned:
- Lead the proposal team in reviewing Customer Requests for Proposals (RFPs) for various revenue streams, including Aircraft Modifications, OEM Products, Certification Services, and Seat Products.
- Assist customers and sales in developing modification requirements using Study LOPAs and other relevant data.
- Develop initial technical work scope and manufacturing kit definitions.
- Consolidate and manage all documentation for official handovers, adhering to document management standards.
- Develop cost-effective estimates and identify specific proposal inclusions within required timelines.
- Deliver completed proposal packages to the sales team by the due date.
- Work with departments and specialists to compile and confirm task hours.
- Support handover meetings to Program Management and Customer Kick-off meetings to ensure clear communication of work scope and budgets.
- Attend and participate in weekly status meetings with the sales and marketing team.
- Establish assumptions and limitations based on proposal scope and available information.
- Compile information into the proposal cost sheet and obtain necessary approvals.
- Track active RFQs.
- Perform data analysis and visualization of historical quotes and actuals using tools like PowerBI.
- Implement the latest technology to automate the RFQ process.
- Seek opportunities to improve processes for increased efficiency and margin.
- Maintain up-to-date product knowledge and technical skills.
- Develop technical proposal templates, kitting list templates, and assumption templates to streamline proposal development.
- Ensure accuracy of work statements.
Supervisory Responsibilities
Supervise a group of proposal engineers.

Requirements:
Education and/or Experience:
- A bachelor’s degree in mechanical engineering or a related field, and 8 years of related experience.
- Demonstrated experience in any of the following: design or manufacture of aircraft interiors, modifications, products such as Galleys, Lavatories, Partitions, Class Dividers, PSU’s, Stowbins, IFE Systems, or seat products.
- Experience in quoting and estimating recurring engineering hours required to complete engineering assignments is desirable but not required.
- Knowledge of FAA and EASA aircraft and component level certification requirements and technical publications is also desirable.
Skills:
- Advanced skills in MS Office products, Data Analysis (Power BI), and the ability to learn other company software including EPICOR & ARAS.
- Moderate travel within the U.S. and abroad may be required to support JAMCO America programs.
Language Skill
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to write routine reports and correspondence.
- Ability to speak effectively before groups of customers or employees.
