POSITION SUMMARY
The Chief Operations Officer (COO) is responsible for a wide range of system management, administrative, and operations functions that includes ADA paratransit and rural demand response services comprised of about 80 bus operators and 60 to 70 vehicles. Responsibilities include supervision of a management team involved in transit operations, employee training, call center operations, safety administration, accident management and investigation, and vehicle and facility maintenance. This position is responsible for the overall safe, efficient, and effective delivery of Jaunt's services. The COO will serve as part of Jaunt's leadership team, and, as assigned, lead or participate in the development and implementation of strategic initiatives and innovations including special projects and community initiatives.
DUTIES AND RESPONSIBILITIES
The position holder will:
- Create and sustain a high-performance team while making Jaunt an employer of choice.
- Oversee and be accountable for all aspects of Jaunt's day-to-day operations and service delivery.
- Provide direct daily supervision to assigned personnel including Directors of Service Operations and Customer Connections Supervisors, Road Supervisors, and Training Manager.
- Oversee the implementation and continued enhancement of Jaunt's training program.
- Recommend and implement service delivery policies and procedures.
- Prepare materials for Jaunt's Board of Directors and Committee meetings, as well as attend such meetings.
- Prepare and manage grant applications and budgets, as well as funding appeals to local governing bodies.
- Implement Jaunt's operations procedures and performance monitoring.
- Develop incentive and morale-building programs for employees for safety, attendance, and performance.
- Direct and maintain high staff performance levels to meet or exceed Jaunt's
- Ensure that all aspects of service meet government requirements and state and federal regulations.
- Manage all operating aspects of Jaunt ADA policy and procedures, including annual update and assessment.
- Oversee Jaunt's vehicle and facility maintenance functions.
- Meet or exceed performance expectations that may be established.
- Perform related duties as required or assigned.
REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND QUALIFICATIONS
- A minimum of a bachelor's degree from an accredited university in transportation, planning, public administration or business administration. A master's degree is preferred. Equivalent experience can substitute for degrees.
- Minimum of 10 years of industry experience, with 7 years of supervisor/management experience.
- Demonstrated management, financial and supervisory experience in transportation or corporate organizations desirable.
- Comprehensive knowledge of modern leadership principles and practices.
- Knowledge of computer software such as Microsoft Windows, MS Word and MS Excel.
- Thorough knowledge of common practices, rules, regulations, policies and laws governing transportation operations of either governmental or corporations subject to stringent regulations, labor laws, annual audits, and otherwise regulated activity.
- Thorough knowledge of budgeting practices.
- Ability to write clear and concise reports, memoranda, directives and letters.
- Ability to accomplish assigned department related tasks with minimal direction and no oversight.
- Knowledge of strategic project development and project management.
- Experience with service performance monitoring and/or goal-setting.

ADA Compliance Officer
The COO shall serve as the ADA Compliance Officer for Jaunt. The responsibilities of the ADA Compliance Officer are to report to the Chief Executive Officer on matters relating to ADA Policy. The ADA Compliance Officer has the overall responsibility for evaluating whether Jaunt's ADA Compliance policy is implemented by all levels of management and operations. The ADA Compliance Officer will periodically review the ADA Policy to ensure its completeness and effectiveness.
Drug and Alcohol Program Manager
The COO shall serve as Jaunt's Drug and Alcohol Program Manager (DAPM). The responsibilities of the DAPM are to ensure the compliance with USDOT and FTA drug and alcohol regulations. They oversee each staff who are responsible for aspects of the program, whether that staff is or is not within their hierarchy of the organization. The DAPM will conduct all internal reviews and audits, implementation and management of the program, and annual assessment of regulation changes and compliance. The DAPM will report directly, without restrictions within the organization's hierarchy, to the CEO on all matters related to the drug and alcohol program.
SPECIAL REQUIREMENTS:
Employment is contingent upon successfully completing and passing a pre-employment drug screen. Employment is contingent on a clean driving record that allows employee to be covered by Jaunt's insurance. Continued employment is contingent upon adherence to Jaunt's Substance Abuse Policy, including being subject to drug and alcohol screening, as well as on maintaining a clean driving record.
Jaunt employees regularly interact with passengers with disabilities. Further, those employees with direct contact with passengers with disabilities will be expected to exercise their training for passenger sensitivity, which includes securing passengers' wheelchairs to restraining devices to stabilize wheelchairs during trip. As well as, being physically able to handle and assist disabled passengers in wheelchairs and assist disabled passengers into and out of vehicle.
